Property Property boundary pins are to be identified and marked at footing inspection to verify minimum set back requirements. Manufactured homes. The City of Port Angeles Building Division. "Wains" installer tags must be on unit and appropriate box checked for each item completed. Manufactured home foundation design shall be included with the application. Foundations are required to be pit set with 12" maximum and 6" minimum reveal on foundation. Blocking and tie down inspection is required Wood framed skirting, framing shall be 2 "x 6" treated wood with 'A" anchor bolts w/ 3 "x 3 "x 1/4" washer at 6' -0" OC and within 12" of P T sill ends. Stud pacing shall be 16" OC. 15/32" min thickness structural grade treated plywood 30 PCF equivalent -fluid weight soil pressure horizontal (max unbalanced back fill at 18" in height). Face grain across studs. Skirting, foundation crawl space and ventilation are required per WAC 296 -150M -0610 (1) (d) section 1 through 3. 1. Skirting must be made of approved material by the building division. Metal fasteners must be of hot dip zinc -galv stainless steel or other corrosive resistant materials. Ferrous metal members in contact with earth, except those made of galvanized or stainless steel, must be coated with asphaltic emulsion. Skirting must not trap water between the skirting and siding or trim. All skirting must be recessed behind the siding or trim. 2. The ventilation required is one (1) sf. Per 150 sf. of crawl space. Background Hagen Consulting was requested by the owner Jace Schmitz, to delineate and classify wetland habitat an the parcel. The site was inspected on January 7 2005. At the time of the field visit, yearly precipitation had been average. The site is currently undeveloped but is bordered by city streets, an alley and homes. The wetland occupies a portion of Lot 4 and extends onto the next parcel to the west Except for a small area of fill and dumping of trash no recent development activity has taken place In the wetland. Wetland Delineation Procedure The wetland /upland boundary was delineated according to the guidelines of the most recent Washington State Delineation Manual (2004, WADOE) and the Armv Cams of Engineers Federal Wetlands Delineation Manual (1987). Since the wetland lies within the City of Port Angeles, the City's procedure for classification was followed. Day glow pink flagged wire stakes written with 'WETLAND DELINEATION" were used to mark the wetland edge. The 50 foot buffer will be marked with blue flagging as soon as the weather permits. Paired one meter sample plots with soil pits were used to initially locate the habitat boundary, which was then followed and marked. Buffer was marked using a laser rangefinder There was no source for long- term habitat and hydrology information. The growing season has finished for the year at this elevation. While this site was being classified the first major snow storm of 2005 occurred. findings This is a small class Three wetland dominated by Slough Sedge and native thorny shrubs. It has two wetland vegetation classes and occupies a fairly deep and obvious basin. It was Impossible to get to the center of the wetland due to deep water and thorns. Class Three wetlands receive 50 foot buffers for non- intensive developments within the Port Angeles. The wetland is confined to the depression between Lot 4 and residential housing to the west This basin happens to be where most of the local runoff drains. There were no streams, drains or ditches seen, although there might be a water input buried in bnish in the basin. The wetland has some fill and bash in it It can be easily restored by removal of the trash. The surrounding upland has quite a few Invasive weeds, particularly Herb Robert. On this ownership the buffer is in fairly natural wooded condition. On neighboring parcels, wetland and buffer have been filled and cleared. xva QS' OT hTnm 17 Soils The,Soil Survey of Clallam Countv Area. Washington (1979) identifies the soil series at this location as Clallam gravelly sandy loam, 0-15% slopes, This was verified by field inspections. This is a listed hydrlc soil when found in depressions. Mottling was noted below 10 inches. Vegetation Since the area was inspected in midwinter, soft herb (eve( vegetation was dormant Dominant ground level vegetation included the following tough and persistent species: Slough Sedge (Carex obnupta 081_), Salmonberry (Rubus spectabilis FAG) and Douglas splrea (Spirea douglassl FACW). The shrub level also contained dense Oregon Crabapple (Malus fusca FAC+) and Smuler's Mellow (Sallx scouierlarta FAC). The buffer contains large second growth Western Red Cedar (Thuja plicate FAC) and Red Alder (Alnus rubra FAC). Invasive weeds were found on the parcel and in the buffer Herb Robert, Himalaya berry English Holly and English Ivy There was much evidence that the lots are used by neighboring children. i ydrolocy The wetland Is fed via perched groundwater surface runoff from surrounding streets and precipitation. Soil pits were saturated but not flooded at 5 inches. The basin probably floods to four or five feet in depth. There does not appear to be an outlet other than evaporation and groundwater recharge. l,.andscaoe Classification The purpose of a wetland delineation and classification is to evaluate and map an -site wetland conditions, to determine how they are regulated by local, state and federal regulations. Development activity in and around wetlands has been regulated since the passage of the federal Clean Water Act (formerly known as the .Federal Water Pollution Control Act. 33 U S.0 1344) in 1972 and the State of Washington RCW 36.70A, Growth Management Act (July 1 1990) and has been redefined many times, The U.S. Arrny Corps of Engineers (ACOE) has been tasked with regulating impacts on wetlands nationwide with the goal of stopping further loss of wetland area and function. Permitted filling and draining of wetlands requires that one follow ACOE procedures and (imitations. To avoid impacts to wetlands, state and local agencies have formulated procedures for protecting wetlands dependant upon their quality The process of wetland delineation first determines the boundary of the wetland and upland. The next step of classification attempts to evaluate the wetland's quality and functionality in a biological and hydrologic sense. Classification categories and protection levels are set forth in local statutes and can then be applied to a specific field situation. In both Port Angeles and Clallam County The wetland edge shall be established pursuant to the most current version of the Washington State Wetland Delineation Manual. Wetlands shall be further designated based on classifying the biological, chemical and physical functions that wetlands perform in XVd L£ 9T NOW 4n //nice 1 5 the context of both the watershed and landscape as follows:" (Clallam County Critical Areas Code Chapter 27 7,2 and Port Angeles City Critical Areas Code, Final Draft Chapter 15.24). 1 Watershed function: Hydrologically this wetland Is most similar to Type 9 defined as: wetlands formed in depressions where the water table is at or near the surface year round. Wetland hydrologic function is low for flood storage, flood flow desynchronization, neutral for stream flow and channel maintenance. Type 9 wetlands are rated high for groundwater recharge, temperature maintenance and high for sediment and bacterial removal, toxicant and nutrient removal and high for wildlife usage. 2. Landscape functions: Wetland landscape functions are classified by existing wetland and upland conditions, landscape position, documented species use and existing management /modifications as listed below Based on these criteria, landscape function shall be further classified Into one of four wetland classes, with Class one being the most functional and Class four being the least functional. a) Habitat type: This wetland contains both emergent wet(and prairie) and shrub scrub vegetation types. Since the wetland lies on the lot line, a survey is recommended to establish accurate ownership lines and wetland areas. d) Upland habitat type: the surrounding uplands within 300 feet are either occupied by mixed second growth woods or used as a home sites.
