HomeMy WebLinkAbout2017-03-22 PC MinutesMINUTES PLANI\ING COMMISSION Port Angeleso Washington 98362 March 22,2017 6:00 p.m. ROLL CALL Members Present:David Amoroso, Matt Bailey, Duane Morris, Elwyn Gee, Andrew Schwab, Steven Hopkins, Amy Powell Members Absent: Staff Present: Allyson Brekke, Ben Braudrick, Heidi Greenberg Public Present: John Ralston PLEDGE OF ALLEGIANCE Chair Gee opened the regular meeting at 6:00 p.m. and Commissioner Schwab led the Pledge of Allegiance. APPROVAL OF MINUTES: Commissioner Morris moved to approve the February 22,2017 minutes. Commissioner Schwab seconded, all were in favor. PUBLIC HEARINGS/ACTION ITEMS None. STAFF UPDATES Municipal Code Amendment Update Planning Manager Allyson Brekke welcomed Commissioner Amy Powell as the newest planning commissioner, having taken the oath of office with the City Clerk the day prior, created the first full commission for the first time in two years. She reminded the Commission of the City Volunteer recognition event on the 5th of April. Planning Manager Brekke updated the Planning Commission on the recently passed code amendment ordinance. OTHER CONSIDERATIONS Ethics Training Assistant City Attorney Heidi Greenwood gave a presentation on the responsibility of public off,rcials and the Open Public Meetings Act. There were no questions from the Commission. Planning Commis sion Minutes April 12,2017 Page 2 Elections The Commission engaged in discussion of recommendations for the positions of Chairperson and Co-Chairperson for the 2017-18 term. Commissioner Bailey moved to appoint Commissioner Morris as Chair and Commissioner Morris nominated Commissioner Amoroso as Vice-Chair. Commissioner Ilopkins made a motion to close the nomination. Commissioner Schwab seconded, all were in favor. Commission Schwab made a motion to elect Commission Morris as chair and Commissioner Amoroso as Vice-Chair. Commissioner Bailey seconded, and all were in favor. Chair Gee spoke about the interest that he has to begin to implement sub-committees within the Planning Commission. The commission has the ability to assist Staff in reaching its goals and objectives, and to address any issues that come up during its regular meetings. He recommended that the entering Chair use this power bestowed on them in the Planning Commission Bylaws to further the Mission of the City, and continue being an active public group. Commissioner Morris recommended that staff put together a time and future date to discuss the recent issues that were brought up about signage regulation within the City. Commissioner Bailey asked St¿ff if the committee would only be comprised of Planning Commissioners or could include members of the Public. Planning Manager Brekke stated that the intent would be that it would be comprised of members of the Planning Commission, but it was not out of the question that other members of the public take part. Assistant City Attorney Greenwood added that any body of four members or more would need to be noticed in a public hearing, but that it was in the best interest of Commission to have every meeting be a public meeting. COMMUNICATIONS FROM THE PUBLIC None REPORTS OF COMMISSION MEMBERS Retuming Commissioners introduced themselves to new Planning Commissioner Powell. Commissioner Amoroso disclosed that he would be in California for the month of April. Commissioner Morris disclosed that he would be absent the month of May to visit family ADJOURNMENT Commissioner Hopkins moved to adjourn. Commissioner Amoroso seconded.
