Staff Present: Nathan West, Allyson Brekke, Ben Braudrick Public Present: Jeanine Kawal, Dong Mai PLEDGE OF ALLEGIANCE Chair Morris opened the special meeting at 3:15 p.m. and Vice Chair Amoroso led the Pledge of Allegiance. COMMUNICATIONS FROM THE PUBLIC None APPROVAL OF MINUTES: Commissioner Bailey moved to approve the May 24, 2017 minutes. Commissioner Hopkins seconded, all were in favor. Commissioner Bailey moved to approve the June 28, 2017. Commissioner Amoroso seconded, all were in favor, with Commissioner Schwab abstaining. PUBLIC HEARINGS/ACTION ITEMS 1. Façade and Sign Grant Application: No. 17-06 Soho Asian Bistro Assistant Planner Ben Braudrick gave a presentation on the façade grant application for Soho Hibachi Steakhouse. The application requests $10,000.00 toward the project cost of new painting, metal and wood accents, exterior plantings and lighting, valued at $20,787.00 and $1,000.00 toward a replacement projecting sign valued at $3,055.00. Commissioner Amoroso disclosed that he had provided technical assistance for the business on plans that did not come to fruition, and asked his fellow Commissioners if they felt he should recuse himself. He did not have any financial stake in the project. Director Nathan West responded that the decision was Commissioner Amoroso’s to make, and if he felt there was a conflict of interest, he may recuse himself. Hearing no call for his recusal, Commissioner Amoroso remained seated on the Commission for the decision. Commissioner Bailey asked if the chandelier would be located on the inside of the alcove. Assistant Planner Braudrick responded that it would be. 1 Planning Commission Minutes October 11, 2017 Page 2 Commissioner Amoroso asked if the existing lighting on the top of the façade was being removed. Ms. Kawal responded the existing lighting was being replaced. Commissioner Schwab inquired whether the new business would need new right of way use permits. Assistant Planner Braudrick responded that the right-of-way use permit had an annual fee. A new permit would be needed, but the cost would remain the same. Commissioner Hopkins asked Ms. Kawal if she could estimate the weight of the proposed sign. Ms. Kawal thought that it would weigh less than 65 pounds. Commissioner Hopkins stated that he was interested only because the proposed sign is western facing where winds tend to gust. Director West reiterated that a sign permit application would require engineering details to ensure the sign is attached safely to the building. Commissioner Schwab moved to award Façade Grant 17-06 for the full amount of $10,000.00 toward the project cost of new painting, metal and wood accents, exterior plantings and lighting, valued at $20,787.00 and $1,000.00 toward a replacement projecting sign valued at $3,055.00. Commissioner Bailey seconded, all were in approval STAFF UPDATES None. OTHER CONSIDERATIONS None. REPORTS OF COMMISSION MEMBERS Commissioner Hopkins let the Commission know that he had a work related conflict if there was a meeting on October 27th. ADJOURNMENT The meeting closed and moved on into a public open house for the Waterfront and Olympic Discovery Trail, which adjourned at 7:00 p.m. Ben Braudrick, Secretary Duane Morris, Chair PREPARED BY: Ben Braudrick 2 TO: Planning Commission FROM: Ben Braudrick, Assistant Planner MEETING DATE: November 8, 2017 RE: Façade and Signage Grant Application No. 17-07 for Rodocker Works, LLC APPLICANT/ REPRESENTATIVE Thomas Rodecker OWNER: Doren Konopaski, PO Box 1857, Port Angeles WA 98362 LOCATION: 302 Tumwater Truck Route, Port Angeles WA 98362 RECOMMENDATION: Staff recommends the grant award amount of $9,865.16 toward the project cost of will create a completely new façade by connecting the peaks of each bay of the building, new windows, a five foot corregated metal wainscoat, new trim, new garage doors with inset windows allow natural light within the building, installation of new entry doors with a covered threshold, ADA accessibility, and a fresh coat of paint valued at $19,730.33. PROJECT SUMMARY The garage building at 302 Tumwater Truck Route has slowly evolved in its use since available City records began in the early 1980’s. The building has since had offices constructed within it. A water main was installed to support that office, which is associated with repair and manufacturing uses. The garage housed a boat repair shop in the 1980’s, a cabinetry manufacturing business from 1992-2015, and as recently as this year, a jet ski repair shop. Building permits, however, show no changes to the exterior of the building, although photographs from the applicant and the County Assessor show that the exterior has been painted in the last two years (See Figure 1). Rododecker Woodworks has proposed an extensive redesign of the building’s façade, which is highly visible on one of the most traveled roadways within the City (2016 WSDOT traffic counts show and average daily trip count of 6,200 north of Lauridsen. As a comparison, Highway 101 north of Lauridsen had an average daily trip count of 6,700 and 13,000 at the Race Street Intersection, which is a measurement of both ways on the one way couplets). The design will create a completely new façade by connecting the peaks of each bay of the building, new 3 Rodocker Woodworks, LLC No. 17-07 November 8, 2017 Page 2 windows, a five foot corregated metal wainscoat, new trim, new garage doors with inset windows allow natural light within the building, installation of new entry doors with a covered threshold, ADA accessibility, and a fresh coat of paint (See Figure 2) STAFF ANALYSIS Staff reviewed the grant criteria for the Community Facade and Sign Improvement Program as included in the grant application materials and summarized in this analysis. The Program will provide a grant for funding of façade improvements that will enhance the physical appearance, accessibility, and overall value of individual buildings as well as surrounding areas. Present condition of existing façade: The existing façade is not currently in disrepair, but it has never been updated save for the application of new paint. Much of the exterior remains in its original state. The construction of this new façade will encompass the structure in its entirety. 2. The buildings overall public visibility: Tumwater Truck Route is a highly traveled roadway within the City. The State Route has an average daily number of trips that mirrors Highway 101 on Lincoln Street and First and Front Street. 3. Expected increase in assessed value of improvement: The improvements will update the façade, improve access to the building, and provide staff working in the building with natural light. The structures assessed value will likely be improved through these changes. 4. Ability to proceed with project: The applicant is ready to begin purchasing materials and working on the construction of the façade as soon as they are approved for the Façade Improvement Grant. A sign application has been submitted into the Department of Community & Economic Development. FINDINGS, CONDITIONS & CONCLUSIONS Findings 1. A Façade and Signage Grant application was submitted by Thomas Rodocker to the Department of Community and Economic Development on October 2, 2017. 2. The location of the proposal is 302 Tumwater Truck Route. 3. The project site is located within the Central Business District (IL) zone. 4. The grant request includes siding and garage door repair, new fascia, corner trim and windows, along with a five-foot wainscot and double door covered entry in addition to handicap accessibility and a fresh coat of paint. 5. The project is part of an effort to redevelop this property by the business owners. 6. The application was reviewed by Planning Division Staff and found to meet the application criteria. 7. The applicant is requesting $9,865.16 toward improvements valued at $19,730.33. 8. The request will be heard by the Planning Commission at the regularly scheduled meeting on November 8, 2017. Conclusions 1. The application submitted by Thomas Rodocker for Façade Improvement Grant meets the grant program’s criteria. 2. As conditioned, Staff is in full support of approval of the grant proposal. Based on Staff’s finding and conclusions, the following conditions are placed on this grant application approval: Conditions 5 Rodocker Woodworks, LLC No. 17-07 November 8, 2017 Page 4 1. Upon the date of approval, the applicant may proceed with the expenditures detailed in the application and approved by the Planning Commission. 2. Before work is performed on the proposed false front connecting the building’s two roof peaks, a building permit shall be required and submitted to the Department of Community & Economic Development prior to construction. 3. The applicant shall sign a grant contract with the City of Port Angeles for the reimbursement of a maximum amount of 10,000.00 for façade improvements and $1,000.00 for sign improvements. The applicant will be given 180 days to submit reimbursement of expenditures associated with the approved grant proposal as of October 11, 2017. If progress on the project can be demonstrated, the applicant may request one 180 day extension of the contract. 4. The applicant shall submit invoices for reimbursement with a coversheet detailing each invoice number, amount, and type of payment. Reimbursement by the City equaling 50 percent of submitted invoice totals will occur within 30 days of submission. 5.
