Detail 5 on sheet S-501 indicates a double 2x sill plate. Structurally speaking the double sill plate is not necessary. A single pressure treated 2x sill plate will be sufficient. On shearwalls labeled with a number 2 all anchor bolts must be a maximum of 42" o.c. The contractor has indicated that all anchor bolts are at 42" on center. Let me know if you have anything further.
