Irene Dealey was reconnaissance in nature an consisted of visual observation of conditions of the house exterior and property including the slope extending northerly down from the house . Observations were made by Mr . Blase Cylwik on July 8 , 1991 and included a traverse of the slope and assessment of surficial geologic conditions . No subsurface exploration or precise measurements were performed . PRO P ER TY DESCRIPTION The house is situated at the top of a bluff or steep slope that trends about east-west through the area . Other residential structures exist adjacent on the east . The Oak Street "zig-zag" walkway traverses up the slope immediately northwest of the house . Mrs . Dealey reported that the house was constructed in 1953 . The concrete retaining wall that is aligned north-south along the east side of the property was apparently constructed prior to 1953 . The slope north of the house is undeveloped and is covered by dense brush. It slopes northward at about 35 ' . The slope is about 100 feet in height . Its base lies along the rear of a paved parking lot . A concrete wall ranging from about six to eight feet in height is present along the base of the slope . The house is served by the city sewer system . Roof runoff is conducted via eave drains and down spouts away from the house to the slope on the north . REG I ONA L GEOLOGY The subject property, surrounding areas and bluff are underlain by alluvial sediments originally deposited by outwash from receding glaciers that existed at higher elevations to the south about 15 , 000 years ago . These sediments consist predominantly of horizontally bedded , silty fine sand with lesser amounts of interlayered silt and gravel . Originally, the bluff was probably formed by marine erosion along an ancient shoreline, resulting in over-steepening and subsequent downward movement of slope materials in response to gravity. The bluff here is no longer subject to marine erosion and, in general , has nearly reached an angle of repose ? - , for the sediments composing it . Other factors , however , can affect bluff stability including excessive groundwater and the construction and grading activities of man . Nearby slope failures have recently occurred several properties to the west and two properties to the east of the subject property . 'They were likely associated with factors such as those cited above . LOCA L CONDITIONS The bluff on the north portion of the subject property as well as adjacent properties appears to be stable . No inclinations of downslope movement or impending instability of ground surfaces or man-made structures is evident . The concrete retaining wall on the east , a good indicator of ground stability, shows no significant signs of distress such as obvious tilting or cracking . One small crack noted at the top of the wall at a steel fence post opposite the northwest corner of the subject house may be primarily related to rust expansion of the post . On the west , the Oak Street " zig-zag" walkway appears to have remained stable since construction . The concrete foundation walls of the subject house that are visible above ground, as well as concrete walk-ways around the house, appear to be free of any cracking that would indicate distress or settlement . A foundation pile at the northwest corner of the house has apparently settled downward a few inches from the concrete footing since the house was constructed . No new separation is evident since placement of concrete in the separation reportedly a few years ago . No lateral movement that might suggest slope or ground instability is evident . No cracks or distress was noted in the concrete footing wall in this area . No evidence of excessive groundwater such as seeps or especially wet ground surfaces were noted around the subject house or slope on the north . No significant erosion or gullying of the slope was observed . CONCLUSIONS The property and home thereon appear to be stable and free of significant foundation problems . Most existing conditions are favorable t=o continued stability of the property. Any future development on the property involving grading , new structures, or significant foundation loads should be reviewed and approved by a foundation engineer . 1 At R E C OMM E N DA T I ON S 1 . Disposition of roof runoff drains should be investigated and confirmed to be free of leakage . In addition, the outlet of such drains should be located . All roof drainage should be conducted to the base of the bluff via pipe , ( i . e . , " tightline" ) . 2 . The apparent past settlement of the pile footing at the northwest corner of the house should be periodically monitored . If additional settlement occurs , any separation should immediately be filled with concrete . 3 . The moderate brush cover on the bluff should be satisfactory for surface stability . No scientific measurements, tests, or calculations were performed . The findings and report are limited to the normal standard of care of the industry for an investigation without benefit of scientific data and calculations . Unless construction plans are reviewed and the construction work is inspected by the Engineer, no warranty is made by the Engineer concerning conformity of the construction to the conclusions and recommendations of this report .
