The composite decking will be installed over the deck joists with a %" nominal space between each deck board. The total square footage of the existing residence and reconstructed deck is 2,324 s.f. which is 3 percent over the allowable lot coverage of 2,100 s.f. per the requirements of Section 17.10.50 of the Port Angeles Municipal Code. The surface below the deck consists of a 10 wide concrete driveway, a 3' wide sidewalk and a dirt area approximately 15' x 18'. The site slopes towards the alley to the north. Section 17.94.130 of the municipal code allows multiple exemptions from the maximum lot coverage including decks less than 30 inches above grade and also systems that allow the infiltration of stormwater into the underlying soils based on the approval of the Public Works and Utility Department. The gaps in the decking surface is considered pervious and water will be released between the gaps to drip onto the existing 10' wide '- concrete driveway with the remaining portion of the deck dripping onto either newly installed pea gravel, clean crushed gravel or grass under the deck This will mimic the previous conditions at the site and will not change the drainage conditions on the site or down slope of the reconstructed deck. Runoff from the 15' x 18' (270 s.f.) deck area will drip onto the gravel or lawn area and then sheet flow towards the north into a lawn area that is approximately 60 feet in length. Per section 3.1.2 of the 2012 Stormwater Management Manual for Western Washington the lawn meets the requirements of BMP T5.13 and the water dripping from the deck will be dispersed into the lawn area and infiltrate. Thus the reconstructed deck will comply with the lot coverage exemption requirements of 17.94.130 of the Port Angeles Municipal Code. From an operations and maintenance standpoint the lawn should be maintained to the north of the deck and if the gravel surface, if installed under the deck, becomes plugged with debris it should removed and replaced.
