The City of Port Angeles Stormwater Standards require application of the minimum elements 1-5 per the Department of Ecology Stormwater Management Manual for Western Washington as a condition of the site development. Stormwater detention will be provided by an underground retention system with an above ground catch basin overflow to the existing alley to the south. The alley has an inverted profile and the stormwater is routed to the west from the alley. Minimum Requirement#1 Preparation of Stormwater Site Plan A Stormwater site plan has been prepared for this project by 4 Season Engineering, inc. and specifically, Jay S. Petersen PE licensed Civil Engineer. Minimum Requirement#2 Construction Stormwater Prevention Plan The stormwater pollution prevention plan is to keep all construction runoff on site during construction. The existing gravel parking lot will be used for construction access and • laydown area. The contractor will maintain best management practices during the redevelopment of the site. Minimum Requirement#3 Source Control of Pollution The contractor will utilize best management practices to control pollution during construction. This may include holding off grading during wet periods. The existing gravel parking lot will be used for the construction entrance. Additional gravel may be added to help stabilize the ground as needed. Minimum Requirement#4 Preservation of Natural Drainage Systems and Outfalls This roof runoff will be routed to an infiltration/retention trench with an above ground overflow. Over flow will be to the alley, the same location as the existing drainage. Minimum Requirement#5 On-site Stormwater Management On-site stormwater management will include collecting the runoff from the new roof and routing to an onsite retention system. A small project drainage plan has been developed to detail the stormwater components. The roof runoff will be directed to an underground infiltration/retention system. The retention system will include 15 feet of H-20 infiltrators surrounded by crushed rock. This will provide a degree of storage and infiltration. Uderlying soils were identified as gravelly sandy loam by field examination. This material is quite permeable. The retention system will have an overflow to the existing the alley. The detention system will be located under the existing parking area. Specific details include: 1. Control of construction access to the site. The permanent access to the garage lot will be from the alley. This area is presently covered with crushed rock and has been used for parking in the past. Construction vehicles will generally park on the gravel parking area during construction to avoid creating a muddy construction entrance. In the event of tracking, the contractor will sweep the roads to remove the tracked mud and debris. 2. Sediment control BMPs will include minimizing construction access, scheduling earthwork during the dry time of the year, and using sand (reject)to cover exposed soft soils around the building, and placing additional crushed rock as needed to stabilize the construction area. 3.Stabilizing of exposed soils will include use of sand or crushed rock over soft soils and covering spoil piles with either mulch, straw, or plastic during periods of rain. It is anticipated that the grading of the parking area and construction of the infiltration area will be in a 1 week window. After the infiltration trench is constructed the area will be re-graded and crushed rock will be placed in the parking area. Excess soils from excavation of the foundation and retention trench shall be loaded and hauled away. 4. Protection of slopes from erosion will be per item 3 above. There are no steep slopes on this site. 5. A filter sock shall be installed on the top of the new catch basin during construction. 6. Control of pollutants will be done by use of common sense and best management practices. At this time any spills will be contained onsite by the natural topography. Any spills of paint, petroleum, etc. shall be cleaned up using appropriate methods, including oil absorbent rags. Concrete wash out if done onsite shall be contained within the lot. The concrete supplier will be encouraged to do the washout off site. Concrete washout water shall not be allowed to enter the storm drain directly. 7. The temporary erosion and sediment control items shall be inspected and maintained through out the construction period. Parking Lot Catch Basin Maintenance and Operation Schedule Tim Albright garage 1424 East 2"d Street, Port Angeles WA Maintenance and operation of the storm drainage system for the garage and parking area at 1424 East 2"d Street shall include periodic cleaning of the catch basin. The catch basing shall be cleaned by vacuum truck or by hand at intervals of 2 years or less. Visual observations shall be made during peak rainfall to determine if the system is operating as designed. The catch basin shall be cleaned of accumulated debris as needed. Specific time and details are indicated in the attached pages from Chapter 4 Volume 5 of the Washington Department of Ecology Stormwater Management Manual for Western Washington.
