AL Pi 1-20-2015 To City of Port Angeles Permits/Code enforcement Thank you Pat for the call yesterday to let us know the building will be able to stay in its current location with the 2-4' encroachment to the setback of the alley. We believe the garage was built in 1912 and ask that it be allowed to conform to the regulations to which is estimated as its original construction. It has historical value in construction methods and old growth materials remain and has withstood several large earthquakes already. The scope of repairs included roof replacement, new garage door, framing members supported and paint. All work done to support the roof and garage door were done at the same time the roof was done on the main house This garage is the exact dimension and style it has always been including the size and location of the garage door, only thing changed was the addition of the window which was donated by a neighbor. The repairs made were necessary to preserve and secure the,building so it would not look run down or pose a safety or security risk for our contractors, Realtors, potential buyers, or the neighborhood. 95+% of its original framing members and siding are in tact. There was no electrical added though evidence of knob and tube is still present. The garage floor was gravel and additional gravel was added forappearance. Though from the outside it looks like a major remodel was done the pictures attached will show that this garage sits, pretty much as built a century ago and would be a shame to have to add a concrete footing or mono slab as it hasn't needed it to date and with the new supports and ties is even much stronger than it was and the fact that it may not be possible to lift it to accommodate a traditional footing or slab without significant cost or engineering or without causing damage to the structure. Cherry should be allowed There are many reasons why the Garage Building at 302 S. Cherry St. should be allowed to be rebuilt. They range from historical value, evidential value, aesthetic value, and also communal value. All of these values play a part in the up keep and preservation of this building,whether or not it is conforming to Port Angeles' new residential codes. Let's look at the historical value of the building. This refers to the illustrative or associative values of an asset. This building has been standing on the lot of 30.2 S. Cherry since 1912. In all reality, a lot of the historical value of this asset is inseparable from it evidential value; a well preserved building can illustrate an aspect of past life in Port Angeles, far better than a damaged or heavily altered building. But historical value may also reside in the less tangible; in association with events that happened in Port Angeles (i.e. the growth and expansion of the area,who the house was originally built by, what the purpose of the building was.) Understanding historical value therefore requires a broader understanding of the asset in context,whereas a good understanding of evidential value can be reached by close physical analysis. I Evidential value comes from the elements of a historic asset that can provide evidence about past culture in Port Angeles. Such as the mills that have been in Port Angeles and probably produced the lumber from which the building was manufactured. The lumber came from the old growth forests and can not be replicated. For this reason, it shows use of the culture of the time period and it also shows that this building constructed in 1912, has been standing for over a hundred years without footings and/or a foundation. Aesthetic value relates to the external appear#,.nce of the building. During the remodel of the main house, on the site,the garage was upgraded with a new roof, framing to ensure the longevity of the building,paint and a new garage door. Gravel was also spread inside to cover the existing dirt,that was the floor since it was originally constructed. 78%of the building is conforming to the Port Angeles codes(14'x 16')and the last 22%of the building is non-conforming(4'x 16'). It would have been silly not to upgrade the last four feet of the building when repairs were being done. The aesthetics of the building, according to the code of conforming and non-conforming buildings,may not exceed 750/0 of the value of the building. In this case, it only represents 22%of the building. To leave the last 22%of the building in disrepair, aesthetically takes away more of the value of the property and also the historic and evidential values. Communal value derives from the meaning that an asset betters the surroundings for the people in the neighborhood. The communal value can add value to the houses around it or it can detract from the value of the neighborhood. The communal value of the garage in its original state, detracted from the neighborhood and was an eye sore that was visible to everyone. In the state the the building has been upgraded to, it compliments the houses around it and adds to the communal value,making it an asset. In summary,the work,that has been done,was to better the neighborhood and enhance the views of Cherry Street. The building sits at the end of a dead end alley at the top of the hill, above South Valley Street. The alley sees absolutely no traffic and is not a through way. The building was not moved,yet maintained and restored to beauty. The value of the building shows in the history that has been installed in it over the years of its life. I just wanted to be released of any responsibility of the new roof since we did not install it.
