I was told that the property has been purchased by Mr. Greg Helms and Mr. Ray Ruble who do not intend to rent the apartment units to residents who are 55 or older. Mr. James confirmed that the understanding is that if the apartments are not exclusively rented to those 55 or older, the previously approved parking variance is void and parking must be provided at the standard residential ratio of two off-street parking spaces for each apartment. With that in mind, and given the fact that the approved parking plan contains 27 off-street parking spaces, only 13 units may be occupied. Additionally, the First/Front Street Alley must be improved if access remains open to the alley. Improvement to the alley was a condition specifically imposed by the parking variance; however, that improvement would be a standard condition with conversion of the site use - 116 Albert Street. If you do not intend to improve the alley, the bollards must be replaced or some other form of permanent determent satisfactory to the City's Public Works Department must be immediately installed. You mentioned that an off-street parking area located some 100 feet southeast of the site is planned to provide additional parking so that the remaining units may be occupied. The proposed site is located in the Commercial Arterial zone which does allow for off-street parking lots by conditional use. Such a parking lot must be improved to a minimum standard prior to its use and approval as an alternate parking area for the apartments. FIRE DEPARTMENT August 18, 1999 Mr. Mark Thomas 1743 Freshwater Bay Road Port Angeles, WA 98363 Dear Mr. Thomas, This letter is a follow-up to the inspection conducted at 116 North Albert, regarding the building's existing fire sprinkler and fire alarm systems. The existing fire sprinkler system currently only provides protection for the building's covered parking along with corridors adjacent to the building's dwelling units. As the remodel includes adding kitchens to the existing dwelling units, installing fire sprinkler protection for each dwelling unit will be required. If the existing pool room is not converted to apartments, the pool room will not require the addition of fire sprinkler protection. The second floor's "great room" can be provided with fire sprinkler protection based on the same 13R four -head system design used for the building's dwelling units. The Fire Department recommends removing the existing dry pipe sprinkler system in the building's corridors and installing fire sprinkler heads on the new wet system piping to be added. The above modification may be more cost effective during the remodel in addition to an obvious appearance enhancement. This will also provide more effective fire sprinkler protection in the corridors, allowing a quicker discharge of water when activated. The inspection revealed numerous sections of existing dry sprinkler piping with an improper pitch. Prior to occupancy, the dry system piping will need to be inspected for proper pitch, and adjusted as needed to ensure appropriate draining. The building's existing fire, alarm system is currently inoperative as the alarm's control panel is located in an adjacent building which is no longer associated with this building. The existing notification devices (bells) are limited, not located in the building's dwelling units. ---Thd ararm system will require a fire alarm control panel located in an "approved" accessible location. The fire alarm control panel shall monitor fire sprinkler flow, both wet and dry, along i with alarm detection' devices and manual pull stations. In many Senior Adult condominium complexes the condominiums are occupied by residents who do not own a car or at most own only one car. We anticipate the same situation here. d. The size of the current spaces, eight feet wide, was in compliance with the code section that was in affect at the time the original structure was erected. Since this a refurbishing of an existing structure, rather than new construction or enlargement , previous parking requirements should apply to this situation. e. The 6" variation should not be of major consequence since the parking is not for public but private use only, by owner occupants. f. Denial of the variance will necessitate the purchase of additional property thus raising the price of occupancy for each senior adult tenant; the portion of the population which can least afford higher costs. g. The variance will allow the Association to extend to each Senior Adult owner, a covered, well lighted parking area that provides protection from the elements and is situated within the confines of the complex. Denial of the variance will: (i) place the residents of the facility in a less protected, more vulnerable situation when parking their vehicles on land adjacent to the facility; (ii) expose the residents to the elements and the problems attendant with wet pavement (increasing the possibility of personal injury) (iii) increase security concerns and costs for the Association. In light of the reasons stated above, and in special consideration of value to be received by the city through the rehabilitation of this vacant property ; from (a) increased property taxes; and (b) the removal of the blight, of a vacant building on one of the main thoroughfares of town; we believe the granting of this variance is in the best interest of the city, its citizens and the future residents of Royal Manor Condominiums. The City Engineer will grant you permission for the temporary use of the area adjacent to the alley not to exceed twelve months as stated in the PAMC. I have enclosed the City's standard details for parking layout. I have reviewed your proposed parking layout submitted on March 5, and have these comments: Per the standard details for parking layout and with the limitations of a 50' width, I was only able to come up with 20 parking spaces. It appears your proposed layout design is for 60 degree parking stalls. When using a 60 degree angle stall design with parking on both sides of the aisle it requires the lot to be 56 feet in width. Designing for the 60 degree angle stalls on one side of the aisle and parallel parking on one side would work within the 50', but only allows 20 parking stalls. In designing the layout using a 45 degree stall with parking on both sides of the aisle, the total width required for a lot is 51 feet in width. An exception could be given by the City Engineer to allow the construction to be within the limitations of 50' width. This design still only allows for 20 parking stalls. I was told that the property has been purchased by Mr. Greg Helms and Mr. Ray Ruble who do not intend to rent the apartment units to residents who are 55 or older, Mr. James confirmed that the understanding is that if the apartments are not exclusively rented to those 55 or older, the previously approved parking variance is void and parking must be provided at the standard residential ratio of two off-street parking spaces for each apartment. With that in mind, and given the fact that the approved parking plan contains 27 off-street parking spaces, only 13 units may be occupied. Additionally, the First/Front Street Alley must be improved if access remains open to the alley. Improvement to the alley was a condition specifically imposed by the parking variance; however, that improvement would be a standard condition with conversion of the site use - 116 Albert Street. If you do not intend to improve the alley, the bollards must be replaced or some other form of permanent determent satisfactory to the City's Public Works Department must be immediately installed. You mentioned that an off-street parking area located some 100 feet southeast of the site is planned to provide additional parking so that the remaining units may be occupied. The proposed site is located in the Commercial Arterial zone which does allow for off-street parking lots by conditional use. Such a parking lot must be improved to a minimum standard prior to its use and approval as an alternate parking area for the apartments. FIRE DEPARTMENT August 18, 1999 Mr. Mark Thomas 1743 Freshwater Bay Road Port Angeles, WA 98363 Dear -Mr. Thomas, This letter is a follow-up to the inspection conducted at 116 North Albert, regarding the building's existing fire sprinkler and fire alarm systems. The existing fire sprinkler system currently only provides protection for the building's covered parking along with corridors adjacent to the building's dwelling units. As the remodel includes adding kitchens to the existing dwelling units, installing fire sprinkler protection for each dwelling unit will be required. If the existing pool room is not converted to apartments, the pool room will not require the addition of fire sprinkler protection. The second floor's "great room" can be provided with fire sprinkler protection based on the same 13R four -head system design.used for the building's dwelling units. The Fire Department recommends removing the existing dry pipe sprinkler system in the building's corridors and installing fire sprinkler -heads on the new wet system piping to be added. The above modification may be more cost effective during the remodel in addition to an obvious appearance enhancement. This will also provide more effective fire sprinkler protection in the corridors, allowing a quicker discharge of water when activated. The inspection revealed numerous sections of existing dry sprinkler piping with an improper pitch. In many Senior Adult condominium complexes the condominiums are occupied by residents who do not own a car or at most own only one car. We anticipate the same situation here. d. The size of the current spaces, eight feet wide, was in compliance with the code section that was in affect at the time the original structure was erected. Since this a refurbishing of an existing structure, rather than new construction or enlargement , previous parking requirements should apply to this situation. e. The 6" variation should not be of major consequence since the parking is not for public but private use only, by owner occupants. f. Denial of the variance will necessitate the purchase of additional property thus raising the price of occupancy for each senior adult tenant; the portion of the population which can least afford higher costs. g. The variance will allow the Association to extend to each Senior Adult owner, a covered, well lighted parking area that provides protection from the elements and is situated within the confines of the complex. In designing the layout using a 45 degree stall with parking on both sides of the aisle, the total width required for a lot is 51 feet in width. I was told that the property has been purchased by Mr. Greg Helms and Mr. Ray Ruble who do not intend to rent the apartment units to residents who are 55 or older. Mr. James confirmed that the understanding is that if the apartments are not exclusively rented to those 55 or older, the previously approved parking variance is void and parking must be provided at the standard residential ratio of two off-street parking spaces for each apartment. With that in mind, and given the fact that the approved parking plan contains 27 off-street parking spaces, only 13 units may be occupied. Additionally, the First/Front Street Alley must be improved if access remains open to the alley. Improvement to the alley was a condition specifically imposed by the parking variance; however, that improvement would be a standard condition with conversion of the site use - 116 Albert Street. If you do not intend to improve the alley, the bollards must be replaced or some other form of permanent determent satisfactory to the City's Public Works Department must be immediately installed. You mentioned that an off-street parking area located some 100 feet southeast of the site is planned to provide additional parking so that the remaining units may be occupied. The proposed site is located in the Commercial Arterial zone which does allow for off-street parking lots by conditional use. Such a parking lot must be improved to a minimum standard prior to its use and approval as an alternate parking area for the apartments. FIRE DEPARTMENT August 18, 1999 Mr. Mark Thomas 1743 Freshwater Bay Road Port Angeles, WA 98363 Dear Mr. Thomas, This letter is a follow-up to the inspection conducted at 116 North Albert, regarding the building's existing fire sprinkler and fire alarm systems. The existing fire sprinkler system currently only provides protection for the building's covered parking along with corridors adjacent to the building's dwelling units. As the remodel includes adding kitchens to the existing dwelling units, installing fire sprinkler protection for each dwelling unit will be required. , If the existing pool room is not converted to apartments, the pool room will not require the addition of fire sprinkler protection. The second floor's "great room" can be provided with fire J sprinkler protection based on the same 13R four -head system design used for the building's dwelling units. The Fire Department recommends removing the existing dry pipe sprinkler system in the building's corridors and installing fire sprinkler1eads on the new wet system piping to be added. The above modification may be more cost effective during the remodel in addition to an obvious appearance enhancement. This will also provide more effective fire sprinkler protection in the corridors, allowing a quicker discharge of water when activated. The inspection revealed numerous sections of existing dry sprinkler piping with an improper pitch. Prior to occupancy, the dry system piping will need to be inspected for proper pitch, and adjusted as needed to ensure appropriate draining. The building's existing fire, alarm system is currently inoperative as the alarm's control panel is located in an adjacent building which is no longer associated with this building. The existing notification devices (bells) are limited, not located in the building's dwelling units. —The alarm system will require a fire alarm control panel located in an "approved" accessible location. The fire alarm control panel shall monitor fire sprinkler flow, both wet and dry, along with alarm detection devices and manual pull stations. In many Senior Adult condominium complexes the condominiums are occupied by residents who do not own a car or at most own only one car. We anticipate the same situation here. d. The size of the current spaces, eight feet wide, was in compliance with the code section that was in affect at the time the original structure was erected. Since this a refurbishing of an existing structure, rather than new construction or enlargement , previous parking requirements should apply to this situation. e. The 6" variation should not be of major consequence since the parking is not for public but private use only, by owner occupants. f. Denial of the variance will necessitate the purchase of additional property thus raising the price of occupancy for each senior adult tenant; the portion of the population which can least afford higher costs. g. The variance will allow the Association to extend to each Senior Adult owner, a covered, well lighted parking area that provides protection from the elements and is situated within the confines of the complex. Denial of the variance will: (i) place the residents of the facility in a less protected, more vulnerable situation when parking their vehicles on land adjacent to the facility; (ii) expose the residents to the elements and the problems attendant with wet pavement (increasing the possibility of personal injury) (iii) increase security concerns and costs for the Association. Albert St Suite #400 - Port Angeles, WA 98362 RE: Temporary parking This letter is in regards to your recent inquiry for three temporary parking stalls on the lot immediately west of your apartment complex. I have enclosed a section of the Port Angeles Municipal Code (Chapter 14.40.150 Improvement of Parking Spaces) addressing the use of temporary parking spaces. The City Engineer will grant you permission for the temporary use of the area adjacent to the alley not to exceed twelve months as stated in the PAMC. I have enclosed the City's standard details for parking layout. I have reviewed your proposed parking layout submitted on March 5, and have these comments: Per the standard details for parking layout and with the limitations of a 50' width, I was only able to come up with 20 parking spaces. It appears your proposed layout design is for 60 degree parking stalls. When using a 60 degree angle stall design with parking on both sides of the aisle it requires the lot to be 56 feet in width. Designing for the 60 degree angle stalls on one side of the aisle and parallel parking on one side would work within the 50', but only allows 20 parking stalls. In designing the layout using a 45 degree stall with parking on both sides of the aisle, the total width required for a lot is 51 feet in width. An exception could be given by the City Engineer to allow the construction to be within the limitations of 50' width. This design still only allows for 20 parking stalls. Storm detention with calculations by a licensed engineer will be required.
