Consulting Structural Engineer August 8, 2006 06404 sro Subject: Request for Engineer's Letter Regarding Existing Exterior Foundation Without Analysis or Calculations. Phone: (360) 452 -8574 Fax: (360) 457 -8020 In the early afternoon of August 7 2006 I observed the existing foundation for the residence at 624 W 10 Street in Port Angeles, and discussed the repair and remodel with Tim Drennan. This was reported to me as basically a repair of the second floor that removed burned joists and rafters which provided the opportunity to raise the roof height at the outside walls. This then creates a negligible increase in design gravity loading and a small increase in applied lateral forces. The existing hollow concrete masonry blocks have questionable or no reinforcement or grout as was acceptable at the time of construction and is considered acceptable today by some jurisdictions' interpretation of the code for residential construction. Inside the basement, thick concrete walls retain the soil and CMU foundation. There were no obvious signs of distress in the foundation except for the CMU wall around the front porch which is to be replaced Another recommendation is to provide a hold -down anchor at each of the four corners of the building to the existing lower level studs with a threaded rod inserted into a cleaned hole drilled to within 3" of the bottom of the existing concrete footing and epoxied with Simpson SET epoxy The hollow cell (assuming it is now hollow) at each comer should also be grouted. This will provide tension and increased compression capacity for the foundation at the most critical region of the existing foundation, improving its resistance to the effects of applied lateral forces. Since the lateral force resisting system was not engineered originally nor for the ongoing repair and minor remodel, it is assumed to meet the prescriptive requirement (or equivalent) of the IBC for light-frame construction which would have been determined by others. No analysis was made to determine the capacity of the building or foundation to resist lateral forces. No inspection was made to determine the existing connection of the building to the foundation. No tests were performed to determine existing reinforcement, grout, strength of the foundation, or adequacy Letter to Jill Anderson Page 2 of 2 August 8, 2006 of the soil It is expected that this foundation would not perform as well as a new, engineered reinforced masonry or concrete foundation in a lateral force event. However, it is not a requirement to bring all portions of existing structures to code if they do not have additional loads or reduced resistance from a remodel.
