I have prepared a cost estimate for the preliminary submitted design you submitted. If there
are changes to the layout, the cost estimate will be revised accordingly. The required aid to
construction contribution for the installation of electrical ultderground power facilities by the

City of Port Angeles is estimated to be $46,173.87. This estlinate is good for 180 days if there
are no changes to this design. .
This estimate is in accordance with Ordinance #1369 effective January 2005: Under the new
ordinance, the customer/developer will not be charged for meters or transformers which.will
keep the cost of electrical extensions down. There will, however, be a connection fee of
$713.00 collected from each customer with the purchase of their electrical permits.
The City will be responsible for the following:
1. Providing and installing two risers on the pole at Tenth and Flores Streets.
2. Providing and installing conduit, vaults, cable and related equipment.
3. Providing and inst~ling two sectionalizing cabinets, four padmount
transformers and twelve pedestals.
4. providing and installing four street lights.
The developer will be responsible for the following:
1.'
Surv~ying and staking of the property comers along the street and the "flag"
driveways for the location of electrical equipment.
Bringing area to final grade.
Providing trenching, backfill and compaction as follows:
Primary trench - 24 inches wide, 47 inches deep from final grade, 6 feet
off the property line, approximately 1,400 feet in length.
Secondary trench - 18 inches wide and 33 inches deep, approximately
700 feet in length.

Trenching must meet the requirements of WAC Chapter 296-155N -
Excavation, Trenching and Shoring. All excavated material will be placed no
closer than two (2) feet in from the edge of the excavation and any excavation
more than four (4) feet in depth will require shoring.
4. Excavatiqn, backfill and final grade for seven (7) vaults 4 feet x 4 feet x 4 ~
feet deep with six (6) inches of gravel leveled in the bottom of the excavation.
5. Coordination with Wave Broadband, Qwest Communications and Capacity
Provisioning, Inc. for the installation of their equipment. They may share the
trenches with the electrical conduit and cable.
6. An easement for the location of the electrical facilities. The easement form for
notarized signature(s) WIll be prepared when the layout has been finalized.
7. Payment ofthe estimated amount of $46,173.87.
Installation and future maintenance of the underground service wire in conduit from the
pedestals to the meter bases is the responsibility of the lot owners.
The receipt of the $46,173.87 payment, the signed easement and an authorizing signature
below will allow the City to order material and to schedule the work. Delivery time for
padmount transformers is approximately 16 weeks after receipt of order.
Construction may begin in five to six weeks after completion of the above items provided the
transformers are in stock. This time is required by Engineering to complete the work order
and for Operations to order material and schedule construction.
If the actual cost of construction is more than the estimated amount, there will be no further
billing. If the cost is less, the difference will be refunded.
