HomeMy WebLinkAboutMinutes 02/26/2019CITY COUNCIL MEETING Port Angeles, Washington February 26, 2019 CALL TO ORDER SPECIAL MEETING Mayor Bruch called the special meeting of the Port Angeles City Council to order at 5:02 p.m. IN ATTENDANCE: Members Present: Mayor Bruch, Deputy Mayor Dexter, Councilinembers French (joined by conference call at 5:10 p.m,), Kidd, Meridetb, Moran, and Schromen-Wawrin. Members Absent: None Staff Present: City Manager West, Attorney Bloor, Clerk Martinez -Bailey, C. Delikat, K. Dubuc, B. Smith, A. Brekke, and S. Carrizosa. WORKSESSION City Manager Nathan West introduced City Attorney Bill Bloor who spoke about the proposed code compliance schedule and identified what would be need to be completed by staff in order to implement the programs. The options presented to Council were: Fines and fees, Levy Lid Lift, Camera Traffic Safety Program, and License Short Term Rentals. Attorney Bloor explained how each item would be used to support code enforcement. Attorney Bloor spoke specifically about the proposed Fines and Fees section, and said it was the intention the fee generation was to incentivize residents to follow the code. Ile spoke about action council would need to take in order for the Levy Lid Lift. Police Chief Brian Smith introduced a proposed Traffic Safety Cameras option, and explained how traffic cameras could encourage code compliance and referred to a number of cities that are using a similar product. Community and Economic Development Director Allyson Brekke introduced the proposed option to License Short Term Rentals and spoke about the benefits of charging fees for registration of short term rental properties. Each presenter discussed the pros and cons of each of the suggestions and offered information on what Council could do regarding public outreach. Manager West requested the options Council would like to pursue and then staff would make a recommendation at the March 19 regular Council meeting. Council discussion followed.
