Also, the only site disturbance will be for the 12" diameter foundation piers and the approximately 15 foot long trench (a couple inches wide and 2 feet deep) to the barn for the AC power run. The disturbed area will be covered with grass seed and straw. The area is currently a pasture (grassy field) and with the exception of the 6 8 foundation piers there will be no impervious surface. Staff, Attached please find an electrical permit application and building permit application for a ground mounted 4.56 kW grid tied solar PV array for the Epstein Wharton residence at 3207 S. Maple St., in Port Angeles. The array will be mounted on the ground on the south side of the Epstein- Wharton barn behind their home and electrically interconnected at the barn electrical subpanel. Rob Epstein and Betsy Wharton have contracted with Power Trip Energy to install this solar array. Per email received from the city of Port Angeles building department, the array must meet the following requirements: 1. A building permit.shall be required. 2. Shall meet the zoning set back requirements. a. Side yard setback 7 feet b. Rear yard setback of 25 feet 3. Any ground mounted device shall be engineered for wind/seismic design. a. Wind speed of 100 mph for Category C b. Sesmic Zone D1 4. City electrical permit also required. Please see the attached plans, the manufactuer's installation manual, and the attached engineering reports which address these issues. Issues 1 2: Building Permit and Yard Setbacks See attached building permit and two sets of plans. The solar array will meet the required yard setbacks per the attached site plans. Issue 3: Engineering for Ground Mounted Solar Array The issue of the solar modules meeting the minimum 25 pounds per square foot snow load is addressed by an engineering letter from WJE Engineering from Seattle (see attachment 6). The letter documents that the Silicon Energy solar modules have a design load that meets 125 PSF. The city of Port Angeles accepted this stamped letter previously for this same solar equipment. Page 29 of the installation manual provides the required dimensions for the ground mounted array (maximum post height, foundation depths, and other array specifications) for the snow load and wind speed conditions for Port Angeles (25 pounds per s.f. of snow load and wind speed of 100 mph). The proposed solar array will be designed to meet the criteria in this table of the installation manual (see below, item 5A -5C). The proposed array will use Powerstrut galvanized rail as an alternative rail type to the SnapNrack rail. Use of this rail with the SnapNrack system and Silicon Energy solar modules has been reviewed and approved by Carissa Farkas Structural Engineering (see attachment 3). Ms. Farkas also applied the minimum 100 mph wind speed (exposure C) and seismic zone D in her calculations. The ground mounting system itself is manufactured by SnapNrack and the installation manual (see installation manual, attachment 2). On page 1.7 of the manual there begins the engineering reports by Taylor Syfan Consulting Engineers with the report being stamped by Michelle McCovey -Good, PE, documenting how this ground mounting system complies with the 2009 International Building Code. The engineering report provides possible racking configurations that have been analyzed to allow flexibility of for meeting various site conditions and array layouts. Page 19 of the installation manual lists five exceptions that trigger additional on -site engineering analysis. None of these conditions are present on the Epstein Wharton site: 1. If solar array is pitched steeper than 45 degrees above horizontal. The Epstein Wharton array will be installed at a 25 degree tilt so is below this threshold for additional engineering analysis. 2. If special topography such as a hillside, steep slope, or water body is involved. The proposed array is on flat ground and no water bodies are nearby so this exception does not apply. 3. The snow load requirement is greater than 50 psf. The applicable snow load requirement is 25 psf so is below this exception threshold. 4. Site design wind speed exceeds 120 mph. The code required minimum wind speed is 100 mph so this exception does not apply. 5. Array design in some way does not comply with pre approved rail span and foundation charts. The proposed ground mount meets the SnapNrack design specifications for the Series 200 Braced Option (page 35 of installation manual) and the table criteria on page 29 which specify a. Post material. The system uses Schedule 40 galvanized steel pipes of 1 /z" diameter. b. Vertical post height. The pre- engineered designs allow for systems for vertical posts up to 8 feet from grade. The tallest posts will be approximately 7 feet high above grade. c. Foundation design. Per the foundation specifications on page 29, the foundation consists of 12" diameter piers with a minimum depth of 3 feet for the shorter front legs and 6 feet for the taller rear legs. 105 min. wind speed with a 16 -30 degree tilt angle of solar panels. d. Array design: The solar array will meet the Series 200 Braced Option design (page 35 of manual). This design specifies the following minimum standards: Maximum pipe span (PS) distance between vertical posts 6 ft maximum distance from front post to front post and rear post to rear post. The maximum distance from front post to rear post is 7'6 8'. Maximum rail span (RS) 114 The rail span will not exceed 114 Maximum rail length (RL) 162 The actual rail length will be approximately 139 Maximum rail overhang (RO) 32 The rail overhang will not exceed 32 The Epstein Wharton array will be installed in compliance with the engineered SnapNrack manual and the specifications for the rail system designed by Carissa Farkas.
