HomeMy WebLinkAbout12. 17.15 -SIGNEDPARKS, RECREATION & BEAUTIFICATION COMMISSION MEETING Port Angeles, Washington December 17, 2015 CALL TO ORDER — REGULAR MEETING: Chairperson Shargel called the regular meeting of the Port Angeles Parks, Recreation & Beautification Commission to order at 6:00 p.m. ROLL CALL: Members Present: Chairperson Shargel; Commissioners Forrest, Peterson, Pittis, and Young; Student Representatives Brandon and Palenga. Members Absent: Vice Chairperson Stratton. Staff Present: Director Delikat, Senior Center Manager D Bellamente, and Secretary Boone. APPROVAL OF THE MINUTES: It was moved by Pittis and seconded by Forrest to: Approve the minutes of the November 19, 2015 regular meeting.. Motion carried 5 - 0. PUBLIC COMMENT: None. FINANCE: 1.• Director Delikat informed the Commission that the revenue numbers for the Parks & Recreation Department are on track and the department has stopped a majority of its spending for the remainder of the year. LATE ITEMS: None. LEGISLATION: None. DIRECTOR'S REPORT (PowerPoint Presentation): 1. Senior Center Lounge Remodel Senior Center Manager D Bellamente presented the lounge remodel plans for the Senior Center to the Commission. She said that the lounge has aged quickly and the Senior Center Guiding Committee recognized that it was time to upgrade the area given its popularity with Senior Center guests. Through fundraising efforts, the Committee has the money in hand to make the updates and construction is scheduled to begin on January 8. The new lounge is scheduled to open by January 25. 2. Student Representative Interview Process Update Secretary Boone shared a draft of new interview questions and interview process for the Commission to follow when conducting interviews for the Student Representative positions. Boone also presented a new welcome kit created for new Commissioners and Student Representatives with information pertaining to the Commission and the Parks & Recreation Department. 3. Municipal Code Ch. 2.32 Director Delikat asked for feedback from the Commission related to the proposed changes to the chapter of the municipal code pertaining to the Parks, Recreation & Beautification Commission. Delikat said the changes will be presented to Council in June with other Parks & Recreation Department municipal code updates. Commissioner Forrest moved to adopt the changes as exhibited and it was seconded by Commissioner Pittis. The motion carried 5-0. 4. Contracts & Agreements Director Delikat said that multiple contracts and agreements are in progress or recently completed: Marine Life Center Contract, BMX Land Use Agreement, Banner Contract, Amendment to Co -Soccer with Peninsula College, Sara Tucker Campfire Clubhouse Use Agreement, Rock Show Contract, and the PAFAC Agreement. 5. Future Items a. Director Delikat said he plans to have a draft Field Usage Policy for the January meeting b. Director Delikat will review CFPs for 2016 c. Director Delikat will discuss the two commission appointments in 2016 6. Questions/Comments Commissioner Peterson mentioned the state of Washington's Concussion & Sudden Cardiac Arrest Law concerning school districts and facilities. Director Delikat said he would ask Port Angeles High School Athletic Director Dwayne Johnson to come speak about the topic at a future meeting.
