HomeMy WebLinkAbout12.19.19 MinutesPage 1 of 1 PORT ANGELES PARKS, RECREATION & BEAUTIFICATION COMMISSION MEETING Port Angeles, Washington December 19, 2019 CALL TO ORDER – REGULAR MEETING: Commission Chair Winslow called the meeting to order at 6:00 p.m. ROLL CALL: Members Present: Student Representatives Jacobsen, Folsom; Commissioners Forrest, Kirsch, Tucker, Wojnowski; Chair Winslow. Members Absent: Commissioner Milburn, Commissioner Sinton. Staff Present: Director Delikat & Secretary Straits. APPROVAL OF THE MINUTES: It was moved by Commissioner Tucker and seconded by Commissioner Kirsch to approve the November 21, 2019 meeting minutes. The motion passed unanimously. LATE ITEMS: None. PUBLIC COMMENT: None. FINANCE & PACKET ITEMS: Director Delikat reviewed the current Revenues and Expenditures Report. LEGISLATION: None. GUEST SPEAKERS: Nolan Duce, Port Angeles School District: Director Duce discussed the 2020 Capital Levy and the Port Angeles School District’s long-term plan to improve/replace PASD schools and their athletic fields. Duce discussed the benefits of building more fields to the Parks & Recreation Department and the City. DIRECTOR’S REPORT: 1. Departmental Updates: a) Committee Appointments: There are two openings available for the Parks, Recreation & Beautification Commission. Applications are due by February 13, 2020. Interviews will be held on February 20, 2020, and the Commission’s recommendation will go before City Council for approval on March 3, 2020. b) Project & Maintenance Updates (1) Generation II Dream Playground: Steven Methner, President of the Port Angeles Dream Playground Foundation, presented to City Council on December 3, 2019. Council approved $110,000 from the REET Fund to be allocated towards the surfacing of the new playground. $50,000 from the Lodging Tax Fund was also approve for this project. Approximately $140,000 still needs to be raised. c) Lodging Tax Funding Results: (1) 24-Hour Restroom Pilot Project: City Council approved $125,000 from the Lodging Tax Fund for this project. The City will need an estimated $75,000 to cover the cost of installation. Additionally, City Council approved $150,000 per year to replace public restrooms. (2) Tournaments: City Council approved $80,000 to be allocated towards Tournaments and Field Maintenance. (3) City Pier Railing: The Parks & Recreation Department was approved in 2019 to receive $165,000 as well as $75,000 from the Lodging Tax Fund. The department will also receive REET funding, as well funds allocated for waterfront capital projects. Sargent Engineers provided three design options with estimated costs. All designs include a low maintenance, hot-dipped, galvanized metal that is expected to last for 30-plus years. Director Delikat, Director Brekke and City Manager West will choose a design at a later date. d) Tree Removal: A hazardous tree was removed from the Olympic Discovery Trail on December 19th. e) Playground Removal: Four aging and unsafe playgrounds are being removed from City parks, including Hazel Porter Keil, Wolverton, City Pier, and Charles Willson Memorial Park. AllPlay Systems provided conceptual designs for possible future playgrounds at three of these locations. f) Waterfront Trail Washout: High waters destroyed a large section of the Olympic Discovery Trail and caused multiple mudslides and downed trees. City Engineering is currently working on a resolution. ADJOURNMENT: Chairperson Winslow adjourned the meeting at 6:58 p.m. The next meeting is a Jurassic Parliament training on January 14, 2020, at 5:00 p.m. in the City Council Chambers.
