Call To Order Deputy Mayor Kate Dexter called the meeting to order at 1011 pm. /I. Roll Call! UAC Assigned Councilmeirnbers Present: Deputy Mayor Kate Dexter, Councilmember Lindsey Schromen- Wawrin,(by Iphone UAC Members,Present: Paul Collins, Raj Jethwa UAC Members,Absent: Cou nciillm ember and Chair Cherie Kidd, Laura Dodd, Vice Chair William Atkinson, Mattias Jbirvegren Staff Present: Gregg,King,,Thomas Hunter, Jonathan Boehmie, MarySuie French, Shailesh Shere, Diane Bagwell, Yvette NiGhois Others Present 1 Citizen III. Approval Of Minutes Paul Collins moved to approve the September 24,2019 minutes. Lindsey Schromen-Wawrin seconded the motion. Motion carried 4-0. IV. Late Items: None V. Public Comment: None V1. Discussion Items: A. FY 2019-2021 Water Quality Stormwater Capacity Grant Agreement Contract No. WOSQCAP-1921-PoAnPW-001:01 Jonathan Boehme, Deputy Director of Engineering/City Engineer, recommended the U'AC authorize the City Manager to sign the FY 2,019-2020 Stormwater Capacity Grant agreement. City staff submitted a grant application in July 2019 and Ecology awarded the city$95,000. Staff will use grant funds to supplement the buidget required to meet the new requirements of the re-issued 2019-20,24 NPDES Phase 11 Municipal Stormwater Permit. Discussion was held. Paul Collins moved to forward a favorable recommendation to City Council to authorize the City Manager to sign the FY 2019-2021 Stormwwater Capacity Grant agreement with the Washington State Department of Ecology in the amount of$95,000, and to make any subseglluent amendments or minor modifications to the agreement, as necessary. Seconded by Raj Jethwwa. Motion carried 4-0 & Proposed Adjustments to 2019 industrial Transmission Rates Gregg King, Power Resources Manager, presented the revised rates for the Electric industrial Transmission utility, based on the published rates from the Bonneville Power Authority(BPA), existing utility tax rates,and the 2020 budget expense spending, Discussion was held. Paul Collins moved to forward a favorable recommendation to the City Council to adopt the 2020 rates upon completion of the mandatory,public hearing and waive the 2nd reading. Seconded by Lindsey Schromen-'W"Wawrin. Motion carried 4.0 UII. Informational Only Items; None Vill.
