HomeMy WebLinkAbout10/16/2019 Minutes PUBLIC SAFETY ADVISORY BOARD Port Angeles Fire Department Port Angeles, Washington October 16th, 2019 CALL TO ORDER: Chairman Barnard called the regular meeting of the Public Safety Advisory Board to order at 6:00 p.m. ROLL CALL: Members Present: Alan Barnard, Evan Brown, Pamela Lindquist,Thomas Mitchell, Lourene O'Brien, Kiara Schmitt, Shana Scott, Teresa Sesma-Meyers, Dr. Ed Zoble Members Absent: Nolan Duce, Kathleen Graf Staff Present: Brian Smith, Police Chief; Ken Dubuc, Fire Chief; Catherine Dewey, Secretary APPROVAL OF THE MINUTES: It was moved by Shana and seconded by Lourene to approve the September meeting minutes. Motion passed unanimously. NEW BUSINESS: Alan opened the meeting by welcoming the evening's guests, Charlie McCaughan and Alan Oman whom are both applying for a position on the Board. At this time both candidates took a few moments to introduce themselves to the board and to express their interest in joining. It was decided by the members of the board that a vote would be made at the next scheduled meeting as to which candidate would be recommended to Council as a Public Safety Advisory Board member. Port Angeles Police Department Report: Chief Smith handed out the Police Department's Mid-Year Report and the 2020 preliminary budget for the Board to review. He also announced that the PD had obtained Washington Association of Sheriffs &Police Chiefs Law Enforcement Accreditation. Corey Malone and Dave Dombrowski were accreditation managers and had a huge roll in this success as well as the relationship and mentorship with Lorraine Shore and the Clallam County Sheriff's Office. Chief Smith also noted that calls are dropping slightly and believes it could reflect the neighborhood watch program and the reach it has had in education the public as to how to protect themselves, their property and neighborhoods. Chief Smith also noted that the Mid-Year Report reflects that burglary and theft and down in the City but that violent crimes are up. In January two part-time code enforcement officers are joining the PD. Port Angeles Fire Department Report: Chief Dubuc gave an update on the Community Paramedic program and the need for funding from partner agencies in order for the program to continue. Chief Dubuc also announced that the Washington Survey and Rating Bureau has sent a letter to him expressing their intention to visit in late 2020. The WSRB gives a rating between 1-10 and this rating is based on many different factors but much of it is Fire and Prevention related, the City currently holds a rating of 4 which is great. GOOD OF THE ORDER: Pam—Pleased to see the new stop signs at 8rh and I Theresa—Congratulated the PD on their accreditation and also asked Chief Smith what he believed was impacting the burglary and theft numbers. Chief said that he believes that putting the bad guys away and off of the streets has had a great impact on seeing those numbers drop. Kiara—Homecoming was a success and she thanked the PD and FD for their escort. The HS had 39 Japanese exchange students this year. Shana- Referenced the Mid-Year Reports and asked why calls were increased in June, Chief Smith believes that is due to more daylight and warmer weather. You'll see this trend year after year. ADJOURNMENT: Chairman Barnard adjourned the meeting at 7:00 p.m. The next meeting is Wednesday,November 20,2019 at 6:00 p.m. at the Port Angeles Fire Department
