HomeMy WebLinkAbout01/16/2019 Minutes PUBLIC SAFETY ADVISORY BOARD City Council Chambers Port Angeles, Washington January 17, 2019 CALL TO ORDER: Chairman Barnard called the regular meeting of the Public Safety Advisory Board to order at 6:05 p.m. ROLL CALL: Members Present: Alan Barnard, Evan Brown, Nolan Duce, Kathleen Graf, Pamela Lindquist, Kiara Schmitt, Shana Scott, Dr. Ed Zoble Members Absent: Mark Bowes, Lourene O'Brien Staff Present: Brian Smith, Police Chief; Mike Sanders, Assistant Fire Chief; Catherine Dewey, Secretary APPROVAL OF THE MINUTES: It was moved by Nolan and seconded by Scott to approve the October meeting minutes. Motion passed unanimously. NEW BUSINESS: Alan opened the meeting by welcoming the Board back after the New Year and addressing those in attendance. Alan also noted that there are two vacancies on the Board and that we currently have three applications. The Board is looking to fill the positions of EMS and Diverse Segments with qualified applicants. The applicants will be invited to attend the February meeting and the Board will then vote on the applicants that they would like to move forward in sending to Council for approval. Port Angeles Police Department Report: Chief Smith noted that the Police Department is fully staffed in 2019 but that Dispatch currently have four vacancies and is expecting 2 more vacancies in the spring. Chief Smith announced that they are considering nominations for Officer of the Year for 2018. The Rediscovery Program is coming along great with the assistance for Amy Miller. Chief announced that Cpl. Dombrowski will be retiring in September. Port Angeles Fire Department Report: Assistant Chief Sanders announced that the Fire Department is currently recruiting and that the most important thing is finding the right people to fill the open positions. Chief Sanders noted that Tyler Wildeman was heading off to the Fire Academy and would be back to shift in April. The Community Paramedic program has started and Daniel Montana is the Department's Community Paramedic. The purpose of this program is to reduce repeat visits to the Emergency Room and we expect to see a community wide impact. Chief also noted that the Falls Program is also coming along well and getting great feedback. Chief Sanders discussed the Windstorm,he feels that it went well and that the City as a whole is learning from the even and finding ways to improve and adapt in the future. Conversation ensued. PUBLIC COMMENT: Tom Mitchel commented on the license and transmitter that the Fire Department maintains and also had concern that emergency information was primarily being distributed through social media and many people either did not have internet or do not have social media or even a computer. GOOD OF THE ORDER: Schmitt— noted that she had a great time volunteering with Operation Candy Cane. She also noted that she's experienced an increase of students smoking near campus and is curious what can be done about this. Dr. Zoble—inquired about a warming station during the Wind Storm. (Vern Burton would be this location) Grag—noted that the windstorm was a learning experience for her and she hopes others are also evaluating their shortcomings and better preparing as homeowners. ADJOURNMENT: Chairman Barnard adjourned the meeting at 7:20 p.m. The next meeting is Wednesday, February 20, 2019 at 6:00 p.m. in City Council Chambers.
