CALL TO ORDER SPECIAL MEETING
Mayor Brach called the special meeting of the Port Angeles City Council to order at 5:00 p.m.
Members Present: Mayor Brach,Deputy Mayor Dexter,Councilmembers French,Kidd,and Merideth.
Members Absent: Councilmembers Schromen-Wawrin and Moran.
Staff Present: City Manager West,Attorney Bloor,Clerk Martinez-Bailey, C.Delikat,K.Dubuc,B. Smith,
A.Brekke,and S. Carrizosa.
WORK SESSION
1. AFSCME Local#1619
Human Resource Manager Abbi Fountain shared changes to the AFSCME contract.
It was moved by Kidd and seconded by French to:
Approve the terms of the AFSCME Local#1619 union contract as outlined in the Council memo.
Motion carried 5-0.
2. 2020 Preliminary Budget Presentation
Manager Nathan West described the budget process, stating the process included Council feedback. He thanked
Council and staff for their work presenting the balanced budget.He shared it was through the collaborative efforts of
everyone that brought the budget to a sustainable point, rather than a single large item. He stated that Departments
were conservative,creative and conscientious of the overall needs of the whole City. He introduced Finance Director
Sarina Carrizosa who introduced Budget Officer Melody Schneider. Director Carrizosa then presented a PowerPoint
presentation. She explained the process and deadlines of the budget process,which included public hearings.
ADJOURNMENT
Mayor Brach adjourned the meeting at 6:38 p.m,
