LXECUTIVIL SESSION Based on input from Attorney Bloor,Mayor Dexter announced the need f6r a closed Executive Session held under authority of RCV42.30,1 I 00)(g), in order to review the perfon-nance of a public employee and RC W 42,30,11 0(l)(i) to discuss potential litigation with legal counsel. Council mitred to a separate virtual conference line for Executive Session for appr(]Xinlalrely 5.5 minutes, I he EXMIti-Ve Session convened at 5:02 pmi, Deputy Mayor Carr recused herself for a portion of the Executive Sessicni due to a ocmffict of interest. ADJOURN.NIENT Mayor Dexter adjourned the Special Meeting at 600 p,m, CALL TO ORDER-REGULAR MEEJ I ING Mayor Dexter called the regular nrecting of.the Port Angeles City,Council to order at 6:05 p.ni. The Mayor spoke about Governor Inslee's extension of proclamation 20-28 arid the irnpacts, On the evening's agenda, Mana-er Nathan West stated that under the,extension,agenda iterris must be either necessary and routine,or necessary and routine relative to the COVID-19 health crisis. He shared the draft agenda had been prepared with the understanding the niecting InnitiftiOnS NVOUld be lifted on May 4"', however under the guidelines of'the extension, it was necessary to pull item 6-1 from the, agenda, ROLL CALL Members Present: Mayor Dexter, Deputy Mayor Carr, Council Members French, Meyer, McCaughan, Schrornerr. PUBLIC COMMENT Public comment was received prior to the inecting and it was made a part of the final Council packet, LATE ITEMS TO BE PLACED ON THIS OR FUTURE AGENDAS 'Fire Mayor added Morse Creek Update to (fie agenda as item 1-1. He noted infonnation luid been received from, concerned citizens and stated it was important the City provide accurate and factual in[brination frorn the City and the NOLT. Council discussion followed. It was moved by Suggs and seconded by McCaughan to: Afler discussion and arnendinent, the following motion was passed: Authorize the('0y Manager In draft a statement pro6ding, a joint update front the North Olympic Land Trust and the City of Port Angeles on property negotiations and conservation, and authorize the City Manager to include in the statement, as appropriate, any confidential or privileged information in the statement. 'I"he Mav,or asked if there was unanimous consent,hearing no opposition,the motion carried 6-0 with Carr recused. Deputy Mayor Carr rejoined the meeting at 6�25 p.m, 2. Additional,Options for Public Comment Council expressed their interest in looking fbr innovative ways to include public comment during ouncil meetings. Council discussion followed. It was moved by Nleyer and seconded by Schromen-Wawrin to: Extend public cornment to include verbal public comment tor the May 19 Council Ineeting, The Mayor asked if there was unanimous consent,hearing no opposition,the motion carried 7-0, It was moved by Schromen-Wawrin and seconded by Meyer to: Direct staff to enable regular public participation during virtual council rneeti ngs. The Mayor asked if there was,unanimous consent,hearing no opposition, the motion carried 7-0. CONTRACTS&PURCHASING 1. Decant Facility Design Support professional Services Agreement PSA-2020-13 Public Works Director"I'llornas Hu meT provided background information oil the agenda item and shared how tile City will use the project to design a facility that will help maintain compliance with Department of Ecology's requirements. Council discussion followed. It was,moved by,McCaughan and seconded by Schromen-Wawrin to: Approve and award a Professional Senice Agreement with KPFF Consulting Engineers of Tacoma WA.in an amount not to exceed. $199,319, and authorize the City Manager to sign the Professional Service Agreenient and to make minor modifications as necessary. The Mayor asked if there was unanimous consent,hearing no opposition,the motion carried 7-0. She spoke about the irnpact of COVID-19(ni the community. She also spoke about the increase in overdoses and how they may be related to impact of the wires, Site shared Nvays the community is corn pitted to keeping people safe during the pandemic. Council member Schrornen-Wa'kVrin spoke about COVID-19 statistics and the quick response by the Governor and the community to follow health measures to help Prevent the spread of the virus. He shared lie regularly attends the EOC meetings. He shared meetings lie attended inClUding flie Washington Low Inconie Housing Alliance and Chainber ofConimerce Housing Department meetings lie thanked staff for taking measures and planning on moving forward as a local goverrintent. Courtefl mernber Suggs shared updates on the Shore AqUatic Center pro,ject and discussed hoiv the facility might operate when the open in cons ideration of COVID-19 physical distancing reconnnendations, She spoke about her participation in an MRC meeting,by phone. Council inember McCaughan spoke about the Shore Aquatic Center proJect and said he looks forward to the opening in the fall.
