Call to Order Mayor and Chair Kate Dexter called the meeting to order at 3:00 pm. B, Roll Call UAC Assigned Councflirinembers present: Mayor and Chair Kate Dexter, Councilmember Brendan Meyer,, Councilmember Lindsey Schiromen-wavirin UAC Members present; Vice Chair William Atkinson, Mattias J5rvegren, Raj Jethwa(3:06pm) UAC Members Absent- Paul Collins, Laura Dodd Staff Present: Gregg King, Thomas Hunter, Shailesh Shere, Marian Bodart, Michelle Hale, Yvette Nichols, IBiil Bloor, MarySue French Others Present: 0 Citizen /L Approval of Minutes Bill Atkinson moved to approve the February 11, 2020 minutes. Lindsey Schromien-Wawrin seconded the motion, (Motion carried 5-0. IIL Public Comment,, None IV. 'Hot" Items: None V. Contracts and Budgets: A. Capital Facilities, Plan 2019-2024 Director of Public Works, Thomas Hunter, provided an overview of the Public Works capital projects for the Capital Facilities Plan 2019-2024. 'Thomas reviewed upcoming changes,and funding for the Electric, Water, Wastewater, Solid Waste, and Storm water Division's projects. B. Electric Vehicle Charging Station Grant Power Resources Manager, Gregg King announced the City of Port Angeles has been awarded grant monies from the Department of Ecology to install electric vehicle charging stations in the City. Gregg talked about the grant proposal and award, providing the pros and coins of the electric vehicle infrastructure. Estimated cost to install three dual-headed charging stations located in the City Hall parking lot would be $48,000 with $28,000 from the grant and $19,2010 from City matcHng funds, Discussion was held. Lindsey Schromen-Wawrin moved to forward a favorable recommendation to City Council to accept the Department of Ecology grant AQVWEVWP-1921­PoAnPW-00031, and to utilize electric reserves, not to exceed$19,2010. Secondled by Mattias Jiirvegren. Motion carried 6-0 W. Legislative issues: X Clean Energy Transformation Act(CETA) Power Resources Manager, Gregg King presented an introductory review of the Clean Energy Transformation Act passed by the Washington State Legislature and signed by Governor linslee in July 2019. CETA requires add electric utilities, to phase out greenhouse gas emitting electric generation, both purchased and generated, used in Washington State. Gregg reviewed the yearly ire,quiremients for implementation of CETA and mentioned this is currently in the rule-making process to determine what CETA;requires of electric utilities. V11. Calendar of Actions & Meetings Director of Public Works, Thomas Huinter reviewed upcoming UAC meeting action items and dates. Thomas reminded committee members there will not be an April meeting, noting the, next meeting is scheduled for May 12, 2020. Kate Dexter mentioned May 1211, is also the Jurassic Parliament training at 5:00pm. Kate Dexter also brought up the possibility of having a June meeting for the COSA action item W11.
