HomeMy WebLinkAbout10212020 MinutesPUBLIC SAFETY ADVISORY BOARD Virtual Meeting Port Angeles, Washington October 21, 2020 6:00 pm CALL TO ORDER: Chairman Barnard called the regular meeting of the Public Safety Advisory Board to order at 6:08 p.m. ROLL CALL: Members Present: Alan Barnard, Evan Brown, Kathleen Graf, Kelsey Lane, Lourene O’Brien, Alan Oman Members Absent: Kiara Schmitt, Shana Scott Staff Present: Ken Dubuc, Fire Chief; Brian Smith, Police Chief; Catherine Dewey, Secretary Guests: City Attorney, Bill Blore; City Clerk, Kari Martinez-Bailey; City Mayor, Kate Dexter APPROVAL OF THE MINUTES: It was moved by Lourene and seconded by Alan Oman to approve the September meeting minutes. Motion passed unanimously. NEW BUSINESS: Mayor Kate Dexter addressed the Board and acknowledged the work that the Board has done over the last few months during all of the challenges that the Board has faced. Ordinance Changes: City Attorney Bill Blore addressed the Board to clarify all the Ordinance Changes effective 10/21/2020: • The ordinance introduces staggered terms • The ordinance adds additional specific criteria for some seats to the Board The Board will remain at 12 members. The fundamental purpose and roles of the Board is not changed. At the next City Council meeting they will determine the staggered terms by drawing position numbers out of a hat: • First 3 positions drawn will be given 1-year terms • The second 4 positions drawn will be given 4-year tems • The last 4 positions drawn will be given 5-year term This will be done completely random; in the meantime, we will start the process of filling all of the positions available on the Board. After this initial setting of terms all newly elected members will fill a 4- year term. Applications will be sent out to all those who have shown interest in joining the Board as well as essay questions. The Board members will then evaluate the applications for appointment, that recommendation for appointment will then be forwarded to City Council for approval. This term, once fulfilled, will be deemed the first term for existing members as well. Applications will be reviewed prior to the next scheduled meeting and discussed during the next meeting. City Clerk, Kari Martinez-Bailey also further clarified the staggered terms. Port Angeles Police Department Report: Chief Smith began b y speaking about the Code Enforcement team of 3 that the City now employees, they are busy and diving right into some large projects. The PD page has a link for Code Enforcement so that if you have any code complaints, they can call dispatch or go to the website and submit a form. 911 Center EOC project is moving along and information is being provided to City Council for the M street proposal and the Airport location. The pre-design work has been done and is being reviewed. The REdisCOVERY project is doing great and continues to help the community. Port Angeles Fire Department Report: Chief Dubuc noted that the Fire Department has been extraordinarily buy as well as short staffed. We are moving through the hiring process with a few candidates. If we can fill all of the current openings, there is the possibility of having one additional position that would be funded by grants and would backfill for the Community Paramedic position. Community Paramedicine program continues to move on and is doing extraordinary things in the community. Daniel is now giving flu shots in home which is breaking new ground and providing so much value to the community and those in need. OTHER BUSINESS: PUBLIC COMMENT: No Public Comment GOOD OF THE ORDER: Kathleen Graf – She enjoyed the Parliamentary Training. Kelsey Lane – She also noted that the Parliamentary Training workshop was great. Vice Chairman O’Brien- Noted that she agrees that a meeting should be held in November to vet the applications and to make recommendations to Council prior to the end of the year. ADJOURNMENT: Chairman Barnard adjourned the meeting at 6:59 p.m. The next Scheduled meetings is November 18th, 2020
