Audit & Re-Envisioning Project Background
What is the audit/re-envisioning
project?
❖Adoption of City’s ordinances began in June 1890
❖PAMC now includes 241 chapters divided among 17 titles
❖Review of the PAMC has been noted many times over past 15 years
❖In 2019, City was facing 10+ major code amendments
❖Identified as part of the City’s 2019-2020 Strategic Plan
❖Updated, workable code key to efficient/effective government
❖Separate from, but related to, update to land use/development codes
What are we trying to accomplish?
❖Updating the form of the PAMC (the “look and feel” of the code):
➢Internal consistency and uniformity (definitions, interpretation, and syntax)
➢Organization
➢User friendliness (Council, Administration, staff, customers, residents, etc.)
➢Reduce tentacles
❖Updating the substance of the PAMC:
➢Focus on public health, equity, community safety
➢Compliance and/or conflicts with state and federal law
➢Eliminate outdated and unnecessary provisions
➢Focus on code enforcement/compliance provisions
➢Identifying gaps
How are the amendments being
prioritized?
•Fee Schedule and related provisions in Title 3*
•Code Enforcement (including updates to penalties)and Titles 1 and 8
•Regulating short term rentals (can be added as a new chapter in Title 5 or incorporated into the development code
as part of Maker’s work)
•Updating business license provisions and/or transitioning to a general business license approach and Title 5
•Updating criminal code (Title 9)
•Updating code relating to boards and commissions
•Adopting/updating special event code (can be added as a new chapter in Title 5)
•Title 11 –Streets and Sidewalks
•Title 12 –Public Places
•Title 10 –Vehicles and Traffic
•Title 13 -Utilities
•Title 7 -Animals
•Title 2 (may include some overlap with Maker’s work)
•Remainder of Title 3 –Revenue and Finance
•Title 4 –Public Corporations
•Titles 15 and 18 (to be coordinated with Maker’s work)**
What has been done so far?
❖Phase 1 kick-off in September 2020
❖Phase 1 final audit report delivered to Council in January 2021
❖Phase 2 kick-off February 2021
❖Staff input and Council survey February-March 2021
❖Council discussion March 2, 2021
❖Update on recommendations May 18, 2021
❖Phase 2 report with recommendations and public summary of Phase 1 audit end of May 2021
❖Phase 3 kick-off June 2021
❖Open House July 13, 2021
What is the PAMC?
Public Input
Why should I provide input and how
will it be used?
❖Help shape the PAMC for years to come
❖Opportunity to raise concerns that may not already be addressed in the PAMC or may not be on the
City’s radar
❖Voice your opinion on policy matters to be decided on by the Council
❖The City Council will make the ultimate decision, guided by the feedback submitted by the area’s
residents, business community, and other stakeholders
But please remember…
❖Port Angeles is home to over 20k residents and hundreds of businesses, all with differing opinions and
points of view
❖Questions asked and feedback being solicited may not align with the Council’s priorities
❖City is dedicated to ensuring any modifications to the PAMC reflect the needs and interests of Port
Angeles and its citizens as a whole, not any particular person
❖Not everything is changing. Some amendments will merely be stylistic to address the user-friendliness of
the code.

Project Timeline –Phase 3
❖One-on-one meetings with council June/July
❖Open House mid-July
❖Complete surveys by August 6, 2021
❖Council workshop on code enforcement in August/September
❖Address amendments to fee schedule, code enforcement, and Titles 1 and 8 late-summer/early fall
❖Rollout remaining chapters/titles as ready
❖Quarterly check-ins with Council
❖Final clean-up to address conflicts resulting from the code update

❖Attend special Council workshops. Topics may include code enforcement, business licensing, short
term rentals, animals, public places, and special events
