Call to order: 7:34 a.m. 2. Roll Call: Alt. Mike Oliver(Clallam Transit), Beth Winters (PADA), Beth Witters (PADA), Noah Glaude (NOLS),Judith Morris, Marc Abshire (Chamber), Steve Bearman, Peter Stolinsky(PUD, LEKT, EDC, One at large vacancy-absent) Cherie Kidd wanted to welcome and thank you to new member Peter Stolinsky—quick introduction 3. Approval of minutes from May 15, 2018 a. Beth Witters made a motion to approve the minutes.Judith seconded. No objections. All in favor of minutes. 4. Late Items: a. City Transition: Nathan West gave an update on the City's transition and let the Committee know that the transition is complete and that he is the City Manager and Allyson Brekke is the new Director of Community& Economic Development. b. Lodging Tax Committee designated member from PA Forward: Mary Sue French was recently hired by the City as a Senior Accountant. Therefore, she can no longer serve on City Advisory Boards. PA Forward should appoint a new member. Cherie makes a motion for Marc Abshire to represent PA Forward on the Lodging Tax Committee,Judith seconded. All in favor. 5. New Business: a. Wayfinding Plan Update: Allyson presented the top two selected design concepts for the Wayfinding Plan Update: Concepts 4 and 5a. Comments on the positives and negatives of each concept were requested. Discussion occurred. Changes are as follows: Overall • Similar to signage concept Option 4, the new designs use a different color for the arrow field. • Similar to signage concept Option 4, the new designs use the black footer or base of the sign. Page 1 • The angular Port Angeles identification element from Concept 4 is added to sign types A.1 and A.2. Page 2 • Sign type C.1 Option B shows the concept design that was drawn by your planning technician. We do not recommend this option. Changing the angle of the sign to be on the top of the sign panel versus the bottom makes it in consistent with the design of other signs within the sign family. Option A shows the angle at the bottom of the panel. We feel this is a better option that is more fitting with the sign family. • Option B also shows what the sign would look like with black bands inset into the wood, as suggested in the technician's drawings. We feel insetting the black into the wood takes away from the concept of what the bands are meant to represent which is the ropes that are present on port docks. Insetting the bands is also likely to be more costly than wrapping something around the posts as it requires more labor. Additionally, we feel the black color also hinders the concept and begins to over power the communication of the sign as the eye is drawn to the black. • We recommend going with Option A. The wrap of the bands keep with the original design concept and the gray bands don't distract from the sign message. Page 3 • Sign type D.1 Option B shows the concept that was drawn by your planning technician. We do not recommend this option. Adding the additional wood bar over the signage makes this sign stick out from the rest of the signage design. It will also take up more space on sidewalks. • We also do not recommend using a color arrow field on the pedestrian signage. The pedestrian and vehicular signage do not need to be the same in this aspect. The structure and form of the signs will keep the signage system consistent. • The top sign panel in sign type D.1 Option A is angled • We recommend Option A for both sign types shown on this page. 1 Page 4 • Sign type D.3 Option B shows the concept design that was drawn by your planning technician. We do not recommend this option. Changing the the sign panels to a point makes it inconsistent with the design of other signs within the sign family. Option A shows the sign panels with an angle cut that is similar to other signs in the family. We feel this is a better option that is more fitting with the sign family. • Sign type E.1 Option B shows the concept design that was drawn by your planning technician. We do not recommend this option. The black bands over power the communication of the sign as the eye is drawn to the black. The height of the sign in Option A is more fitting and consistent with the sign family design. • We recommend Option A. Page 5 • This page shows a comparison between what the sign faces look like with a color arrow field and without. The color arrow fields were added to these concept revisions as it was an element people liked from concept 4. We do not feel the arrow color fields work well in this concept design. Sometimes when elements from other sign concept designs get added in, the graphic element doesn't always work or function the same. In this instance, we feel that the color arrow field makes the sign more complicated and difficult to read which will affect people who are driving at high speeds. We would recommend going with no color arrow field, as seen in Option A on this page.
