HomeMy WebLinkAboutPSAB Minutes 01/20/2021 PUBLIC SAFETY ADVISORY BOARD Virtual Meeting Port Angeles, Washington January 20, 2021 6:00 pm CALL TO ORDER: Chairman Barnard called the regular meeting of the Public Safety Advisory Board to order at 6:03 p.m. ROLL CALL: Members Present: Alan Barnard, Evan Brown, Kathleen Graf, Kelsey Lane, Lourene O'Brien, Alan Oman, Shana Scott Absent: Kiara Schmitt Staff Present: Ken Dubuc, Fire Chief, Brian Smith, Police Chief, Catherine Dewey, Secretary APPROVAL OF THE MINUTES: A motion was made by Kathleen to approve the November meeting minutes, a second was made by Kelsey and the motion passed unanimously. NEW BUSINESS: Alan Barnard began the meeting by noting that Viola Ware has not been appointed to the Board as a member yet as City Council is waiting to make appointments for multiple Boards at an upcoming meeting. Tribal appointments are also awaiting appointment and the City Clerk is in contact with the Tribe to schedule a time to do so. Alan also responded to a couple of recommendations from the City Clerk's office regarding previous meetings and minutes. The first being the decision by the Board to break for several months in 2020. All decisions to not resume with regularly monthly meetings need to be made by formal Board action. A motion was made by Lourene to ratify by vote the decision to not meet in July, August, and December of 2020, a second was made by Kelsey and the motion passed unanimously. It was noted that several people were rostered incorrectly on February 19'h and June 17'', 2020 and minutes need to be corrected to reflect this mistake. A motion was made by Lourene to correct the minutes of the February 19the and June 17'', 2020 minutes to reflect only those members voted onto the Board by City Council, a second was made by Kathleen and the motion passed unanimously. Port Angeles Fire Department Report: Chief Dubuc began by noting the Fire Department is still hiring and that it has been an incredibly difficult process to find the right candidates. The Community Paramedic program is doing wonderful and the Department has received two substantial grants for funding. We have a new Community Paramedic starting in late January and are looking to fill one additional position. Our program was selected out of all the Community Paramedic programs in the Country to be recognized at the National Opioid Summit in Nashville. We are one of two programs in the country being recognized. To date Daniel Montana our Community Paramedic has given 240 Covid Vaccines in the County. Port Angeles Police Department Report: Chief Smith began by announcing that Deputy Chief will be visiting the Board in February to speak on Independent investigative team and use of deadly force of in custody death. It is an evolving process and a lot of work has been invested into this team so that they can be utilized. PAPD is 85%vaccinated with help of the Community Paramedic program. Chief Smith shared some 2020 workload statistics with the Board. OTHER BUSINESS: PUBLIC COMMENT: Carolyn Wilcox noted that she has attended all PSAB meetings since June of 2020 and read a piece from a resignation letter dated September 16'h, 2020 by a former Board member. Carolyn also read a letter directed to Council dated September 1st of 2020. Susan Hillgren commented on a survey from TAFY that she took and shared her concerns for camp clean ups that are taking place as well as other safety concerns. Jesse Charles —Tribal liaison introduced himself and voiced his excitement to get involved with the Board further. GOOD OF THE ORDER: Kathleen-noted that she appreciates the 2020 accomplishments that Chief Smith shared with the Board. Kelsey-noted that the HS is slowly getting into a hybrid schedule and the elementary schools are slowly transitioning into a hybrid model as well. Oman-thanked Chief Smith for sharing the PAPD 2020 accomplishments with the Board. He also voiced his concerns with the safety concerns and the lack of restroom/resources for the homeless. Shana—Thanked both Chiefs and appreciated the information shared. Shana also suggested that when issues are presented that having solutions or ideas to share would be beneficial as well. ADJOURNMENT: Chairman Barnard adjourned the meeting at 6:43 p.m. The next Scheduled meetings is February 17th, 2021
