ADJOURNMENT MINUTES PLANNING COMMISSION City Council Chambers Port Angeles, Washington 98362 January 20, 2021 6:00 p.m. SPECIAL MEETING Chair Schwab opened the regular meeting at 6:00 p.m. ROLL CALL Commissioners Present: Andrew Schwab (Chair), Benjamin Stanley (Vice-Chair), Richie Ahuja, Colin Young, Marolee Smith City Staff Present: Emma Bolin (Manager) Ben Braudrick (Associate Planner) Chris Cowgill (Assistant City Attorney) Public Present: John Ralston PUBLIC COMMENT John Ralston, City Resident Inquired about the Makers stakeholder engagement process. Chair Schwab closed public comments APPROVAL OF MINUTES: Commissioner Young moved to accept the minutes from the December 9, 2020 and January 13, 2021 meetings. Commissioner Ahuja seconded, all were in approval ACTION ITEMS 1. Action: Climate Action and Resiliency Plan Planning Commissioner Representative Selection Planner Braudrick walked the Planning Commission through the history of the Climate Resiliency Plan effort and updates related to the recently selected project consultant. Manager Bolin introduced the efforts of Kick-off meeting and the recommendation that the Planning Commission select a representative to attend any meetings with the consultant and stakeholder groups directly, with the intention that the representative would relay the projects progress to the Commission. She directed the Commission to the Tasks assigned to the consultant and the number of touchpoints that the Planning Commission will have to review and provide input for the task’s deliverables. Chair Schwab asked if any Commissioners were interested in nominating a representative; discussion followed with the Planning Commission and staff. Commissioners agreed that having more than one representative would allow for a back-up if there are any scheduling conflicts related to many of the meetings taking place during daytime work hours. Chair Schwab made a motion to approve Commissioners Stanley and Ahuja as representatives of the Planning Commission during the Climate Resiliency Plan process. Commissioner Young seconded, all Planning Commission Minutes January 20, 2021 Page 2 were in favor. STAFF UPDATES Planner Braudrick responded to the previous public comment. The code audit and stakeholder engagement has been delayed. Staff will let the Planning Commission know when further steps have been taken. Manager Bolin agreed. She updated the Commission on the City email accounts and provided direction on how to set them up and notify staff. The Joint City Council/Planning Commission meeting will take place on February 2, 2021. The first Planning Commission public hearing in 2021 is scheduled to take place at the second meeting in February or first meeting in March. The hearing will concern the Shoreline Master Program Periodic Update. The City Clerk will be advertising the open Planning Commission seats in January. On January 19th the Governor repealed the extension of the adoption of the 2018 Building Code implementation. After numerous extensions the adoption date is effective February 1, 2021.
