CALL TO ORDER SPECIAL MEETING
Councilinernber and Chair Kidd called the special mec tin g,of the Port Angeles City Council to order at 3:00 p.m.
ROLL CALL,:
Roll Call for UAC: Deptay Mayor Dexter,Councilmember and Chair Kidd,Councilmember Schromen-Wawrin,Bill
Atkinson, Mattias Jarvegren,Rob Feller.
[JAC Members Absent:: Paul Collins and Laura Dodd.
Roll Call for the City Council: Mayor Bruch (arrived at 3:06 p.m.), Deputy Mayor Dexter (arrived at 3:02 pml.),
Councilmember Moran,and Councifinember French(joined the meeting via conference call at 3-04 pmi,),
Council Members Absent: Councilmember,Meridetit,
Staff Present: City Manager West, Attorney Bloor, Clark Martinez-Bailey, S. Carrizosa, J. Burke, J. Hart,
G.Goodworth,J.Boehme, Y.Nichols, M, Bodart,G,King,MS, French, and S, Shere.
APPROVAL OF MINUTES
Chair Kidd requested a motion for approval of the minutes.
Atkinson made a motion and Feller seconded the miotion to:
Approve the minutes for November 13,20 18,
Motion carried 5-0 with Schromen-Wawrin abstaining.
PUBLIC COMMENT
George Stratton,,city resident,spoke in support of the Community Solar Project.
INFORMATIONAL ITEMS
1. Community Solar Project Update
Power Systerns Gregg King, 2018 provided background on the community solar project. Irrfe said there have been
other priorities, adding it had been difficult for staff to complete the project in a timely manner, noting the City will
not be moving forward with the project. Council and Committee discussion.
2. Water Cost of Service Analysis Presentation
City Manager Nathan West introduced Senior Accountant Glenn Goodwonh who shared a PowerPoint to introduce
the group to the process and explain how the Cost of Service Analysis(COSA)is calculated. Goodworth provided the
dates for upcoming,ineetings related to the COSA schedule, He said the rate setting process provides rate stability to
the customers, adding the purpose of the COSA is to take the costs and determine the needs, in order to identify the
rates,
CITY COUNCIL REPORTS
No other reports were given,
ADJOURNMENT
Chair Kidd adjourned the meeting at 456 p.m.
Next UAC meeting March 12.
