HomeMy WebLinkAboutMinutes 05/20/2019 Joint Meeting of the Port Angeles City Council and, Board of the Clallam County Commissioners, City hall, 321 East Fifth Street Port Angeles, Washington May 20, 2019 CALL TO ORDER SPECIAL MEETING Mayor Brach called the special meeting of the Port Angeles City Council to order at 5:00 p.m. ROLL CALL Councilinembers Present: Mayor Bruch;Councilmembers,French, Kidd, Merideth (participated by conference call), Moran,and Schrornen-Wawrin. Members AbsenL Deputy Mayor Dexter. Clallarn County Board Members: Commissioner and Chair O7ais;Commissioners Johnson, and Peach. Staff Present: City Manager West, Attorney Floor, Clerk Martinez-Bailey, D. Wechner, K, Dubuc, I Viada, S, Carrizosa, B. Braudrick. PLEDGE OF ALLEGIANCE: Mayor Bruch and Comm iissioner Ozais led the Pledge of Allegiance to the Flag. OPENING REMARKS BY Mayor welcomed, Ozais thanked for the opportunity to participate in the joint meeting,, and some of the significant issues, PUBLIC COMMENT: Gail McCormick,county resident,shared her concerns related to sanitation and the dangers that inadequate sanitation poses to the public. . Susan I-lilgren, residing in the County,spoke about homelessness, Doc Robinson,spoke about homelessness. Carolyn Wilcox,city resident,spoke about the need for additional public restromns. AGENDA I PA Housing Assessment Manager West spoke to the recently completed housing needs assessment document, He spoke to the assessment, the needs of the City, in order to provide adequate housing,and the projected need of the community in the coming, years. Fle identified results of the report which addresses the number of houses that do,not have utilities, in foreclosure,and/or being used as an Airbnb's. Manager West spoke about potential projects and listed several potential opportunities that would encourage affordable development. Council and Board discussion followed, 2. Homelessness Task Force I Presentation by Mary Rogan Mary Hogan, Executive Director of Olympic Peninsula Community Clime,provided background on,the Homelessness'Task Force. She shared the Board is an advisory board to the Commissioners,adding it was brought about by resolution in 2005 and it is responsible for the development of a 10 year plan to reduce county wide homelessness by 2024, Doc Robinson of Serenity House provided an update on the nurnbers of homeless,saying they have not yet been able to reduce the number of homeless, saying the issue is more about economics. Council and Board discussion followed. PORT ANGELES CITY COUNCIL MEETING—May 20, 2019 Councilmember Merideth joined the meeting in person at 6:20 p,m. 3. Review of the 2060 and 21163 Homeless Funding Streams ,Clerk's note: a very brief update was provided by the County before moving on to the next item. 4. Improved Regional Coordination of Housing and' Homeless Issues Discussion Members of Council and the Board shared their thoughts and ideas on the homelessness issue. Discussion took place on what can be done to eliminate homelessness. Council and Board discussion continued. 5. State and Federal Revenue Performance Commissioner Johnson provided background on the item sating the County was supposed to receive funds,but stated the funds provided by the state were considerably less than were expected, Council and Board discussion continued. 6. Emergency Operations Center Relocation Discussion Commissioner Johnson spoke about the needs,of the County and City as it relates to the Emergency Operations Center Relocation. He:provided an update on preliminary discussions that identified interest that the facility be relocated.Council and Board discussion continued. 7. Tourism Plan Discussion Mayor Bruch presented the item and shared infonnation that came from the Dodging'Tara Advisory Committee's May IS meeting, She expressed interest int a joint meeting with the County's Lodging Tax Advisory Committee meeting. Sharing the interest of'meeting and develop a Master Plan using a regional approach, Council and Board discussion continued.
