May 5, 2006 TO: Kurt Jafay FROM: Sue Roberds, Planning Manager RE: 807 E. 151 Street - J afay This memorandum is a follow up to our telephone conversations WIth regard to the change of use in a structure identified as 807 East First Street, Port Angeles that you own. Although the City's current development standards require two (2) off-street parking spaces for each residential unit, the subject apartment structure, which contains five (5) apartment units, has only five (5) off- street parking spaces rather than the ten (10) reqUIred. While specific parking requirements have been in place for over forty years, the structure exceeds that time line, and the undeveloped parking area is considered nonconforming. A site visit identified that the structure contains four residential units and one personal space unit for yourself. Three of the residential units will remain with one converted to commercial occupancy. Conversion of any of the units requires compliance with current parking standards for that unit. The City's Parking Ordinance requires one (1) off-street parking space for each 300 square feet of floor area for commercial uses. As the converted unit IS approximately 400 square feet in area, two (2) off-street parking spaces are required. Five (5) existing off-street parking spaces are located at the rear of the site. One of the five (5) original parking spaces is dedicated to the subject unit, and therefore, the conversion will require one (1) additional off-street parking space for a total of six (6) off-street parking spaces. The subject property does not currently provide adequate off-street parking for residents and guests under existing parking requirements. Any further change of use to the site will require additional parking, whIch you don't currently have the ability to create. From our conversations, I am sure you are aware that any further alterations to the occupancy of the structure cannot exceed the current capaCIty for parkmg. I understand that the lot will be required to be paved with either concrete or asphalt. I know this is an expensive project to undertake, especially with all the other improvements I have submitted to the city inspector for permits. Therefore, I am requesting eight to nine months, could be sooner, to build up the funds necessary to pay for the paving and complete the parking project. I have already started to obtain bids. I will go ahead and mark the spaces with tire stops and signs in the mean time. Please let me know that this is acceptable. I thank you in advance for your support.
