Port Angeles, WA 98362 April 26, 2022 Honorable Frances Charles 2851 Lower Elwha Road Port Angeles, WA 98363 Via email and USPS RE: Consultation with Lower Elwha Klallam Tribe Regarding Public Safety Advisory Board Positions Held for Tribal Representatives Dear Chairwoman Charles: The City Council is currently filling positions for vacant spots on the Public Safety Advisory Board (PSAB). Currently we have one open position on the PSAB reserved for an enrolled Tribal representative. Jesse Charles is filling this seat, but due to his schedule is stepping down. He is staying on the Board until the he can have someone fill his seat and will step down, once a replacement is found. On April 20, 2022 the PSAB met and discussed the qualifications of the two applicants applying for the Tribal representative positions, Glen Roggenbuck and Rochelle Blankenship (applications attached to email to Tribe.) During their meeting on April 20, 2022 the Board recommended the following individuals fill the vacant seats: • Glen Roggenbuck-per written recommendation from the Lower Elwha Klallam Tribe. • Rochelle Blankenship-to replace Jesse Charles per Mr. Charles decision to step down. The following provides City Municipal Code requirements for the vacant positions: Chapter 2.26.020—Composition of the Board, subsection F. Two positions, to the extent feasible, shall be for enrolled tribal members. A. All Board members, except the enrolled tribal members, shall be appointed by the City Council,following the procedures established PAMC 2.25.050. B. Any enrolled member in good standing of a legally recognized tribe may be appointed to the Board. For seats to be filled by enrolled tribal members. At this time, I am asking for your recommendation regarding the vacant positions for the Tribal representatives. The City encourages diversity on community boards and looks forward to having Tribal representation on the Public Safety Advisory Board.
