DEPARTMENT OF COMMUNITY DEVELOPMENT May 15, 2002 Ms. Jennifer Parker, Property Manager Landmark Properties 501 East First Street Port Angeles, WA 98362 RE: Tree trimming at 305 West Third Street Dear Ms. Parker: This is in response to your letter received May 2, 2002, where you inquired about trirmming selected cedar trees for viewshed enhancement at 305 West Third Street. Section 15.20 of the Port Angeles Municipal Code addresses land development in areas that are considered geologically hazardous and/or environmentally sensitive. Non-destructive vegetation trimming, which is "... the trimming, topping, or pruning of trees, shrubs, or plants which does not result in harm to the continued life and health of the plant and does not expose the soil surface" may be done under Section 15.20.070(B)(6) of the Port Angeles Municipal Code. The Community Development Director may approve alterations in vegetation coverage for the purpose of viewshed enhancement as long as such alterations: a. will not increase geological hazards such as erosion potential, landslide potential, or seismic hazard potential; or b. will not adversely affect significant fish and wildlife habitat areas; and c. will revegetate disturbed land to reduce erosion and landslide potential." By site visit and review of your proposal, trimming of the cedar trees to the north of the property may be done in a manner that will enable view enhancement as long as the activity will not damage the existing vegetation growth pattem nor significantly disturb the underlying canopy. The work should be done by a qualified arborist, both for safety reasons and to ensure that the trees remain healthy. It is a single family home with a view of the water. The water view is being blocked by cedar trees that are on Mr. Bondelids' property. All we want to do is top the trees to open up the view. Please advise us as to the procedure in this case and for future reference for topping these trees, as they become a problem. Thank you Jennifer Parker Property manager
