AN ORDINANCE of the City of Port Angeles, Washington amending
portions of Chapter 3.70 of the Port Angeles, Municipal Code relating to
permit fees.

THE CITY COUNCI L OF THE CITY OF PORT ANGELES DO HEREBY ORDAIN
AS FOLLOWS:
Section 1. Ordinance 2932 as amended, and Chapter 3.70 of the Port Angeles Municipal
Code are hereby amended by amending a section of Chapter 170 as follows:
Chapter 3.70 Fees
3.70.080 Building, mechanical, plumbing, and sign permit fees
E. Temporary waiver of permit fees
1. All fees,, not mandated by the state, are hereby waived until September 1, 2023 for all
construction that meets the following criteria:
a. Accessory dwelling units (ADUs), duplexes, tri lexes, townhouses, cottage developments,
and multifamily developments,
b. Used for long-term residential housing; and
C. Reserved for families at or below 80% area median income(AMI)until Spptember 2028.
d. The owner or developer has submitted an application that demonstrates the construction is
eligible for the waiver.
2. The Department of Community and Economic Development is authorized and directed to
administer this progam and to deli gp and make available to applicants the process,procedures,and
forms that will be used to determine the applicant's eligibility for this waiver no later than Au gist 1
2022.
Section 2. - Corrections. The City Clerk and the codifiers of this ordinance are
authorized to make necessary corrections to this ordinance including, but not limited to,
the correction of the scrivener's/cIL-rical em)n,references to other local, state, or federal laws, codes,
rules or regulations, or ordinance nurntxning,section/subsection numbers and any referetices,thereto.
Section 3. -Severability.. If any ofthis Ordinance,or,its application to any person or
. prov]
circaurnstances,are held invalid,the remainder�ofthe Ordinance,or q)plication ofthe provisions of the
Ordinance to other parsons or cirCUMstanees, is not affected.
Scvtion 4.-EffediveDate. This Ordinance,being an exercise of a power specifically delegated to
the City legislative body, is not subject to referendurn. This ordinance shall take effeet five (5)
days, after passage and publication of an approved surnmary thereof consisting of the title. This
ordinance shall expire and its effectiveness shall terminate as of September 1, 2023�.

3697 shall expire and its effectiveness shall terminate as of September 1, 2023.
