PORT ANGELES PARKS, RECREATION & BEAUTIFICATION COMMISSION MEETING Port Angeles, Washington Mach 21, 2022
CALL TO ORDER – REGULAR MEETING: Director Delikat called the meeting to order at 6:05 p.m.
ROLL CALL: Members Present: Commissioners Collins, Forrest, Hodgson, Cripe, Milburn, Hilory, & Student Representatives
Glore & Bailey.
Members Absent: Commissioners McGuire.
Staff Present: Director Delikat, Manager Bright & Secretary Howell.
APPROVAL OF THE MINUTES: Commissioner Forrest moved to approve February 17, 2022, March 3, 2022, and March 17, 2022
minutes. Commissioner Collins seconded the motion. The motion passed unanimously.
LATE ITEMS: None.
PUBLIC COMMENT: None.
FINANCE & PACKET ITEMS: Director Delikat reviewed the current Revenues and Expenditures Report.
LEGISLATION: Commissioner Forrest nominated Commissioner Hodgson for Vice Chair, running unopposed. Commissioner Hodgson
was elected unanimously. Commissioner Collins nominated himself for Chair, running unopposed. Commissioner Collins was elected
unanimously.
GUEST SPEAKERS: Assistant City Attorney Christopher Cowgill provided the Commission with Annual Ethics Training, including
information on the Open Public Meetings Act and Washington’s Open Public Records Act.
DIRECTOR’S REPORT:
1. Departmental Updates
a) Volunteer Practice Field: Director Delikat provided the Commission with information on the City’s decision to not
use the Volunteer Practice Field property for the Joint Public Safety Facility.
b) Field Turf RFQ: The Request for Qualification (RFQ) for a $600,000 project at Volunteer Field is nearly finished. The
project includes artificial turf around the infield, collars, and bullpen.
c) Erickson Playfield: The Erickson Playfield Pump Track Project started on April 18th. American Ramp company will
begin their portion of the construction of May 2, 2022. There will also be improvements to fencing around the Skate
Park. Also, City Council approved staff to move forward with a $200,000 grant proposal to the the Washington State
Recreation Conservation Office to partner with the Peninsula Tennis Club to resurface the Erickson Playfield tennis
courts and add lighting for extended play.
d) 24 Hour Restrooms: Bids for the 24-hour restrooms are expected on April 29, 2022. There will be one restroom at
the Gateway and two at the location of the existing downtown restrooms.
e) AAU/ Adult Softball: The Parks & Recreation Department has partnered with the youth AAU Basketball
League/Tournaments and with a local Adult Softball League. These two organizations will run the leagues while the
Parks & Recreation Department will continue to facilitate them.
f) City Pier Floats: In October 2021, the main section of the Transient Moorage Float System snapped in half during an
easterly storm. Repairs are not expected to be completed until mid-July through Topper Floats.
g) State of the City: Director Delikat discussed City Manager West’s State of the City presentation pertaining to Parks
& Recreation partnerships, capital projects, and community support during the pandemic.
ADJOURNMENT: Chairperson Collins adjourned the meeting at 7:42p.m. The next meeting will be held on May 19th, 2022.
