REGULAR MEETING
Chair Schwab opened the regular meeting at 6:02 p.m.
ROLL CALL

APPROVAL OF MINUTES:
February 9, 2022.
ACTION ITEMS:
2. Discussion on Title 17, USSG, and Title 13: Impact on Residential Building Costs
Interim Director Emma Bolin and Director Thomas Hunter provided a presentation as a response
to the three items that the Commission had requested be sent in a letter to the City Council. A
discussion followed between Commission Luxton and Director Hunter about the requested
changes to fees and codes. Chair Schwab asked if Assistant City Attorney Chris Cowgill could
weigh in on interpretation of code. Attorney Cowgill responded that his client is City staff and he
does assist in the interpretation of code. Questions were brought up by the Commission
concerning transparency in fee creation and timelines for moving the requests forward.
1. Officer Elections
Chair Schwab asked for nominations for Chair for the 2023-24 position. Hearing no one, he
nominated Vice Chair Ben Stanley for the position of Chair. Vice Chair Stanley accepted the
nomination.
Chair Schwab asked for nominations for Vice Chair for the 2023-24 position. Commission
Smith nominated Chair Schwab for the position of Vice Chair.

Commissioner Smith made a motion to accept the nominations of Ben Stanley as Chair and
Drew Schwab as Vice Chair of the Planning Commission. Commissioner Ahuja seconded
the motion. All were in approval.
STAFF UPDATES
Interim Director Bolin discussed the Officer Elections that were conducted. Ben Stanley was
elected as Chair and Drew Schwab was elected as Vice-Chair. There is a vacancy on the Planning
Commission, and the subcommittee is viewing applications. There is a special meeting for the
second Climate Change Public Workshop on Wednesday, March 16, 2022. March 23rd has been
canceled due to the special meeting on March 16. This upcoming Tuesday, transitioning to hybrid
meetings is likely to be discussed during the next City Council meeting.
Planner Braudrick discussed details of the special meeting for the second Climate Change
Public Workshop on March 16th.
REPORTS OF COMMISSION MEMBERS
Commissioner Smith gave a report on a Home Occupation Permit (HOP) application that is
currently being publicly noticed across the street from her residence. Discussion followed.
