DEPARTMENT OF COMMUNITY DEVELOPMENT May 15, 2002 Ms. Jennifer Parker, Property Manager Landmark Properties 501 East First Street Port Angeles, WA 98362 RE: Tree trimming at 222 and 236 East Front Street Dear Ms. Parker: This is in response to your letter received May 2, 2002, where you inquired about trinuning alder trees and other bushes for viewshed enhancement at 222 and 236 East Front Street, which is a geologic hazard area. Section 15.20 of the Port Angeles Municipal Code addresses land development in areas that are considered geologically hazardous and/or environmentally sensitive. Non-destructive vegetation trimming, which is "... the trimming, topping, or pruning of trees, shrubs, or plants which does not result in harm to the continued life and health of the plant and does not expose the soil surface" may be done under Section 15.20.070(B)(6) of the Port Angeles Municipal Code. The Community Development Director may approve alterations in vegetation coverage for the purpose of viewshed enhancement as long as such alterations: a. will not increase geological hazards such as erosion potential, landslide potential, or seismic hazard potential; or b. will not adversely affect significant fish and wildlife habitat areas; and c. will revegetate disturbed land to reduce erosion and landslide potential." By site visit and review of your proposal, trimming of the alder trees and shrubs to the north of the property may be done in a manner that will enable view enhancement as long as the activity will not damage the existing vegetation growth pattern nor significantly disturb the underlying canopy. The work should be done by a qualified arbor/st, both for safety reasons and to ensure that the trees remain healthy. If you have any further questions, please don't hesitate to contact this office.
