Ladwig to Thelma Hettrick discussing the site conditions at405 E. Front Street, I placed a call to Mr. Ladwig. Mr. Ladwig's letter is in response to a site visit that he had done after a landslide occurred on the site. In my phone conversation with Mr. Ladwig, he indicated that he would not vouch for the stability of the marine bluff and that his letter did not address the currently proposed project. From my observations of the site, it is evident that soil movement has occurred in the past. The location of the slide referred to in Mr. Ladwig's letter can still be seen. The proposed project is within the required 50-foot buffer for a marine bluff and due to the nature of the site, a geotechnical report based on the specific project details stating that the proposed structure will not cause destabalization of the bluff will be required prior to my approval of the project. The site sits at the top of the marine bluff that overlooks Port Angeles harbor. The abandoned Chicago, Milwaukee, St. Paul & Pacific Railroad right of way, which is now the route of the Centennial Trail in the City of Port Angeles, runs along the base of the bluff. We understand that your intent is to have an enclosed stairwell added to the north side of the existing dwelling. The enclosed stairwell addition will require that four (4) posts be installed between the dwelling and the bluff to support the north side of stairwell structure. In addition, a 4" thick concrete slab will be installed at the ground level as a walking surface. PURPOSE AND SCOPE OF SERVICES The purpose of the geotechnical review is to provide information regarding the soil and slope stability in order to develop the site in a manner that will not induce soil erosion or endanger on-site or adjacent off-site properties, consistent with the requirements of Chapter 15.20 of the Port Angeles Municipal Code (Environmentally Sensitive Areas protection). The scope of the review included a field inspection of the site and determination of site and adjacent property slopes using a hand-held clinometer. No topographic mapping services have been provided. Research of available data included a review of the USGS Topographic Map, Angeles Point quadrangle, aerial photos on file at the Clallam County Road Department (DNR, 1971, 1981, 1990, and 1997), aerial topographic mapping completed by David Smith & Associates, Inc. for the City of Port Angeles (Mar. 1995), the Geologic Hazard Investigation completed by Mr. LeWIS R. Ladwig in June of 1997, and the Soil Survey of Clallam County Area, Washington (USDA/SCS, February, 1987). Page 2 Ms. Thelma Hettrick - Enclosed Stairwell Addition at 405 East Front Street, Port Angeles July 30,2003 REGIONAL GEOLOGIC AND SOIL CONDTIONS According to the Soil Survey of Clallam Area, General Soil Map, the City of Port Angeles area and the surrounding region are comprised of Elwha-Clallam-Catla soil association. These soils are typically moderately well-drained, nearly level to very steep slopes on hills, underlain by compact glacial till. Inspection of the soil maps of the site indicate that the property lies along the north edge of an extensive Elwha soil area that extends from the Elwha River on the west to the Dungeness River on the east, from the foothills of the Olympic Mountains on the south to the Strait of Juan de Fuca on the north. The Elwha-Clallam-Catla soils are derived from weathered glacial till. These soils were deposited by the ice sheet during the Vashon stade glaciation. The Vashon Glacial Till consists of a poorly sorted mixture of rock fragments deposited directly by the Vashon- age ice sheet. Finer portions of the soil consist of clay, silt, and sand. These fine particles comprise a moderately to highly compact matrix in which the coarser components (gravel, cobbles, and boulders) are firmly imbedded. SITE OBSERVATIONS An engineer from Zenovic & Associates, Inc. conducted a site visit on July 30, 2003 to observe the site slopes, vegetation, surface and immediate subsurface hydrology, and evaluate in-situ soils for density. Existing Slopes The site currently has an existing condominium complex consisting of living quarters on the upper floor over garages and storage areas on the lower floor. In the vicinity of Unit #1, the northerly side of the building is located approximately 32 feet from the top edge of the marine bluff. The bluff is approximately 60 feet high and is covered with brush and small trees; the trees have been trimmed for view enhancement and the debris from the trimming left on the slope. The slope of the bluff ranges from 80% near the top to approximately 30% near the bottom. The property has been graded such that the area at the top of the bluff is essentially level. The condominium complex has gutters and downspouts that direct the stormwater runoff from the structure to Front Street to the south, away from the bluff. Likewise, all impervious surfaces to the south of the complex are graded such that the stormwater runoff is directed to Front Street. Properties to the east and west of the subject site are developed in a manner similar to this property. The yard areas for these properties and the subject site are covered with lawn and shrubbery. No drainageways cross any of the properties and no runoff is directed over the face of the bluff. Some localized bluff sloughage was observed on the face of the bluff, consistent with weathering impacts typically seen on the protected bluffs above Marine Dnve. No significant slope failures were observed in the vicinity of the site. Page 3 Ms. Thelma Hettrick - Enclosed Stairwell Addition at 405 East Front Street, Port Angeles July 30,2003 Soil Conditions The soils on the upland area are mapped as Clallam-Hoypus gravelly sandy loams in the Soil Survey. The soils along the bluff are mapped as Dystric Xerothents, extremely steep, in the Survey. The Clallam-Hoypus soils are a mix of the outwash material that was deposited along the edge of the glaciers as they receded and the finer, unsorted sands and gravels that were deposited directly by the glacier. Both soil types are relatively free-draining; the difference is that the Hoypus soils extend for significant depths, while the Clallam soils are underlain with a glacial till, a fine sand and silt that has been compressed by the overlying glacier. This glacial till layer is essentially impervious to water. Vegetation The upland area of the property has limited vegetation, typically ornamental shrubs and gravel areas. The bluff slope area has an understory of brush with fairly dense stand of alder saplings that have been trimmed for view enhancement. Hydrology and Drainage No surface depressions or runoff channels were observed on the property. The site has no upgradient tributary area and moderately well-drained soils. No groundwater seepage was observed on the property or on the face of the ravine bluff. Uniform Building Code Site and Soil Categorization The site is within Seismic Zone 3 as per the Uniform Building Code. Soil typing is required by the Uniform Building Code to determine building response under seismic conditions. No test pit excavations were completed for this analysis, so underlying soil types are not known. Given the geologic data available, however, and the conditions observed, it is our opinion that Soil Type Sd should be used when calculating horizontal and vertical accelerations at the site. The site soils can be classified as a sand or Silty sand consistent with Class 4 matenals as set forth in Table 18-I-A of the Uniform Building Code. Allowable foundation pressure, lateral bearing, and lateral sliding values as set forth in the table are appropriate for this site. Increases for depth and width as set forth in the table footnotes are not recommended for this site, due to the proximity to the steep bank. CONCLUSIONS The proposed project will impose minimal loads on the upland area of the bluff in close proximity to the existing building. The footing for the new support posts shall be no closer than 20 feet from the edge of the bluff. Page 4 Ms. Thelma Hettrick - Enclosed Stairwell Addition at 405 East Front Street, Port Angeles July 30, 2003 Given the limited scope of the project and the fact that the proposed enclosed stairwell will be substantially supported by the existing structure and associated improvements, the project will not endanger the stability of the bluff. It should be recognized, however, that construction in close proximity to any marine bluff needs to be completed with minimal impacts to the area between the construction and the bluff. RECOMMENDATIONS General The proposed project shall be constructed in conformance with all requirements of the City of Port Angeles including, but not limited to, the Uniform Building Code and applicable clearing, grading, drainage, and erosion control requirements. Excavation and Grading Excavation for the proposed foundation components shall be carried to firm, substantial, unyielding subsoil, at a depth of not less than two (2) feet below the existing surface grade. Excavations shall be completed by hand, and excavated material shall be removed from the site. Excavation work shall occur not earlier than May 1, and shall be complete to the permanent condition before October 1. Drainage and Erosion Control Drainage facilities shall be provided to direct the runoff from all new impervious surfaces into the existing stormwater collection and disposal system for the condominium complex. No runoff from impervious surfaces shall be permitted to flow over the edge of the bluff. Existing stormwater collection/disposal systems shall be inspected to confirm that they are working properly and that any additional volumes added to the system will not exceed the system capacity. Slope Maintenance Finished slopes should be adequately vegetated to prevent surficial runoff. No organic material, including grass clippings and tree or brush trimmings should be placed on any slopes steeper than 3 horizontal to 1 vertical. These materials may help hold water on the slope, thereby reducing slope stability. It was noted that the current practice is to leave the trimmings from the slope vegetation maintenance program on the slope. This practice should be discontinued immediately; all existing trimmings should be removed from the slope. This report is specific to this site and the information contained herein is the property of Ms. Hettrick and may not be used without her permission. Smith Sub., City of Port Angeles, Washington SUMMARY: This site has had slope failures in the form of landslides and debri flows. These failures will probably take place in the future but based on the extend of past failures, should not affect usability of the existing structure for a considerable length of time before an engineered remedial action is necessary. Run-off drainage control along with vegetation stabilization and erosion control should delay the next slope failure. A large magnitude earthquake could trigger a slope failure. SITE LOCATION: This site is located on the north side of Front Street (see plate), near the intersection of Front Street and Peabody Street. The site is occupied by a multi unit structure. It is bounded to the east and west by other structures. TOPOGRAPHY: The south side (street side) is near flat to slightly sloping to the south (results of over lot grading) and is completely paved with concrete. The north side (cliff side) is flat to the cliff edge (30 to 50 feet from the rear of the structure), partially concrete, grass and landscaped. The remainder of the site (north side) drops sixty feet in the next one hundred feet to form a steep cliff slope. This slope, except for the area of the most recent slide (1997) has a thick cover of grass, shrubs and other types of vegetation. A visual inspection of this steep slope within a two block area shows a similar configuration that has had repeated earth slides and debri flows of various magnitude in past history. DRAINAGE: All drainage on the south side of the site is over concrete to the curb of the street All roof drainage from the structure appears to be piped to the south side of the structure and spills onto the concrete and to the street. The drainage on the north side is through soil percolation and north to the steep slope. Soils information rates the percolation of the top 28" as good. This indicates that there is little surface runoff but lateral movement to the steep slope over a more cemented matenal below this twenty-eight inch depth. A sprinkler system for the developed grass and shrubs was noted and Information from 2.97 p~ of 1 of 3 the owner Indicates It IS on an active timer system and is used in the spnng, summer and fall. SOILS: Soil classifIcation was determined from the soil survey of Clallam County Area, Washington, U.S. Department of Agriculture. The soils at this site are classified as Clallam-Hoypus. They are as follows: 0-10" Gravelly sandy loam 10-28" Gravelly sandy loam to very gravelly loam below 28" Cemented gravelly sandy loam These soils under the UnifIed Soil Classification System are SM, GM, and GP-SM. The top four inches of soil is a mixture of these gravelly, sandy loams and organic material. The earth materials below this topsoil layer were the result of glacial action and are morainal deposits. This glacial action started about 10,000 years before the present and ended about 5,000 years before the present. This glacial action was supplied by ice flowing from the north and moving west in this area. The Straits of Juan de Fuca were cut by this glacial action. STRUCTURAL CONSIDERATIONS: Inspection of the foundation and block walls on the ground floor did not indicate any stress fractures that results from uneven settlement of the foundations. Flat-work on the south and north sides of the structure was in good condition and has not been subjected to uneven settlement. The site to the west has a concrete slab extending along the north side and ending under a long low brick planter. This slab is fractured and the planter end is about one to three inches below the rest of the slab. It could not be determined if this failure was settlement due to poor soil compaction or slope failure along the north side of this property. This portion of the steep slope directly north of this planter appears to have an irregular surface that could indicate past slumping. GEOLOGIC CONDITIONS: The slope falls sixty feet in the one hundred feet along the north side of the site A recent landslide about twenty feet wide with a maximum thickness of five feet occurred in the spring of 1997 This slide and the debris contained in it has traveled to the bottom of the slope, leaving the area bare of vegetation. The slope on both sides of this slide to the west and east property lines also shows the start of slope failure with a slump of six to twelve inches. Information from the owner indicates that this slide was the first one that has occurred in twenty years (+ or -) of ownership. The present slope IS the result of both long term shore line erosion and natural slumping caused by erosion, hydraulic, and possible earthquake movement. In thiS area, shoreline erosion has ceased due to the set-back from active wave action but continual slope erosion and land sliding continues. Action by ground water saturation IS the base cause of major slumping and resulting debn flows. The past two to three years have seen prolonged heavy rains and snow which increased soil saturation and the ground water level 2-97 p~o of 2 of 3 SOIls when saturated can flow. The face of this slope had considerable development of soil and organic material. This is what flowed, taking with it all vegetative material and some unweathered morainal material. This action can happen again in the future. The interval between slope failures is unpredictable but the amount of slope lost on each occurance will probably be no greater than that which happened in 1997. The current set-back of the structure from the failure area of the Slope is thirty feet. Repeated slope failures of the magnitude of that in 1997 could still afford a safe use of the structure over the near and possible long term. PRECAUTIONARY ACTIONS: 1. Keep the site as dry as possible, i.e., make sure that all roof run-off is carried away from the site. 2. Do not remove slumped material (debris flow) from the base of the slide. This material will revegetate and act as a natural buttress. 3. Revegetate the current slide area with fast-growing ground cover with a spreading root system versus individual larger plants. 4. Restrict the use of the installed sprinkler system to an absolute minimum. 5. Make sure that runoff from adjoining properties is not allowed to saturate the soils on the steep slope. LIMITATIONS: This report has been prepared for the exclusive use of Thelma Hettrick. The recommendations in the report apply only to the property which was examined and they are not applicable to other areas.
