When you speak to Rite Aide folks, they need to know that their building application is nearly 3 years old and we have changed to the 2009 IBC in the meantime. We do not expect to ask them to redesign the building to 2009 standards but will require a sheet to compare the building design under the previous code to changes in the 2009 codes, lateral load, wind, etc. We will make it as easy as is possible but do need to cover that base. This manual provides background information for the development, identifies all pnvate stormwater facilities to be maintained, names the person legally responsible for maintenance, grants City of Port Angeles personnel access for annual inspections, details requirements for maintaining records and provides a maintenance checklist and log. BACKGROUND The site covers 1 27 acres and was fully developed containing a deli /grocery store, florist, fast food restaurant, carwash and senior center Runoff from the site sheet flowed to the alley where an inverted crown directs it to S Lincoln Street. A 17 000 sf Rite -Aid Pharmacy building is now located in the center of the property A pharmacy drive -thru is located along west side of the building. Parking areas are located along the north and east sides of the building. The parking lot will connect to the alley and E 8th Street. STORMWATER FACILITIES List of facilities to be privately maintained. (2) roof drain stormwater cleanouts (6) Type 1 catch basin structures (1) 96" Cartridge Filter Structure by Contech, CPI. MAINTENANCE PERSONNEL Rite Aid Corporation shall be the entity legally responsible for the continual operation, maintenance, and repair of the permitted stormwater facility for the life of the development, or until the City of Port Angeles has been notified in writing of a transfer of responsibility CITY INSPECTIONS The City of Port Angeles shall be allowed access to the site for an annual inspection of all permitted stormwater facilities. RETENTION OF RECORDS The person legally responsible for the site shall maintain all records of maintenance inspections, repairs, warning letters, and notices of violations. These records shall be made available for viewing to the City of Port Angeles within 7 days of request. Repair any cracks or holes. Significant damage may require basin to be replaced. Inspect frame and grate. -Frame should be sitting flush on the riser rings or top slab and firmly attached. -Check lid to make sure that it can be removed by one maintenance person by applying normal lifting pressure Cleanout frame of sediment and debris. Inspect ladder -All rungs should be present and attached firmly to catch basin wall. Replace any rungs that are missing or appear unsafe. Check inlet and outlet pipes. -Pipes should be securely grouted to catch basin wall without cracks or holes Regrout pipes to catch basin wall to eliminate all cracks and holes. Contech, CPI Cartridge Filter Structure Annual inspection is recommended for optimum efficiency of the treatment system. Actual cartridge replacement frequency will be determined based on annual inspections. StormFilter maintenance should be performed while the vault is dry typically in the summer months. Remove the cartridge hood and either manually or with a vacuum truck, dispose of the residuals. -Clean remaining trash, debris and sediments from the vault. Replace the empty filter cartridge with a recharged cartridge provided by Contech that has been pre filled with the appropriate filter media. -Return the empty cartridge to Contech, CPI. The site has been a gas station for approximately 70 years beginning in 1924 Historical research indicates that three different gas station configurations were present on the site. The property is paved with asphalt and concrete beneath the dispenser island canopies. The current building on the site is constructed with a slab on grade foundation. The underlying soils consist of loose, moist sand to silty sand with variable gravel and cobbles to a depth of 10 feet below ground surface (bgs). Local areas of loose fill soils to depths of 10 feet bgs and greater over medium dense sand with local gravel and cobbles that extend to the deepest explored depth of 20.5 feet. The topography in the vicinity of the site slopes to the north and northeast towards Port Angeles harbor located approximately 0 7 miles away Depth to groundwater measurements indicate that current groundwater flow direction is towards the north at a gradient of 0 03 There also appears to be evidence of a preferential flow to the northeast directed by a former gulch (east of the property) that was filled in with coarse grained materials. Investigations conducted to date have identified gasoline -range total petroleum hydrocarbon (TPH -Gx) and diesel -range TPH (TPH -Dx) impacted soils above MTCA Method A cleanup levels in the western portion of the site, near the intersection of South Lincoln St and East 8 St., north of the Round the Clock Deli building along South Lincoln St., and adjacent to the underground storage tank (UST) north of the building. Soil impacts above MTCA Method A cleanup levels are also found off property to the east along South Lincoln St. Groundwater impacts have been noted on the property near the two former fuel dispenser islands and the USTs. The extent appears to be limited to the inside western edge of the property; however, the impacted groundwater also appears to be migrating off the property along both the eastern and northern edges in the predominantly down gradient direction. TPH impacted groundwater and free phase product is also noted to the southeast (immediately north) of a current Arco gasoline station. The Arco is upgradient of the Round the Clock Deli property It is surmised that the historical filled in gulch is diverting impacted groundwater to the north- northeast. The resulting runoff would then be 3.32 cfs, instead of 2.81 cfs. Also, it appears that your roof drains, canopy drains and potentially your footing drains will be tied into the storm system. Please include 25 year volume calculations for those areas. Also, the stormwater treatment system that is proposed only has a water quality (treatment) flow of 0.30 cfs and a peak hydraulic flow rate of 1 16 cfs. Without additional supporting information, your calculated 100 year flow to the treatment system seems too low Using the rational method and the same runoff coefficients, I calculate a 100 year flow of 5 46 cfs. Your water quality treatment flow should meet the 2005 DOE manual requirements, e.g. the flow rate at or below which 91% of the runoff volume, as estimated by an approved continuous runoff model will be treated. On the storm drain plan sheets, I have several comments: Sheet C3 0 Notel Minimum pipe burial depth is 5 Type II catch basins will be required. Sheet C3.0 Note 2. Standard Specification 2.03 (14) will not be needed for this project. No embankment construction is planned.
