NTI Engineering Land Surveying inspected the above referenced wall after construction From visual inspection it appears there is minus compacted fill beneath this wall It is our understanding that the bearing capacity has come into question from the city with regards to this wall The wall was built using 2'x2'x6' interlocking ecology blocks, these blocks are reinforced concrete which have a design weight of 150 pounds per cubic foot. Based on IBC 2009 Site Class D the allowable soil bearing pressure is assumed to be 1500 pounds per square foot. Considering one square foot of wall bearing area, the actual bearing pressure is 1200 pounds per square foots is within the allowable loading provided by Chapter 18 of the IBC 2009 Table 1806.2 W f feel that the bearing capacity of the soil under this wall is sufficient to resist the loading from the weight of the ecology blocks. Currently they are using the nonconforming gravel parking area, driving over the sidewalk, the curb with no driveway approach, making a mess of the planting strip, tracking mud onto the street. The plan they submitted does not address improvements to the gravel parking area's, drainage, repairs to the broken sidewalks or driveway's to meet City Standards. Steve Sperr has also requested third party review for the 8' high block wall fence. The engineering for this wall was done by an architect not a licenced engineer and calc's are questionable. C\\ Enclosed is a copy of a letter dated November 10, 1995 requesting you to cease crossing the sidewalk/parkway/curb with your trucks. You did come in and discussed possible solutions but no action has been taken to date. The parkway area in Front Street is a mess and dirt is being tracked into the street. You are responsible for the repair of any damage to the sidewalk and curb resulting from this ,unpermitted use, This method of operation to cannot be allowed to continue, You are hereby requested to cease use of this area for parking of vehicles until approved modifications are made which will allow access and parking in accordance with City Standards, Continued use without correction will subject you to enforcement action by the City. We have also noted the continued use of on street parking of your trucks on Front and Francis Street. This also needs to be eliminated. For several months now five truck have been parking routinely on Francis Street and use of Front Street for parking is increasing again, We are receiving many complaints regarding driver vision blocking due to your vehicles in the area. Please take measures to provide off street parking of your vehicles and direct your customers to these off street areas for vehicle drop off, Your prompt cooperation in these matters will be appreciated. Front Port Angeles, WA 98362 RE: U-Haul truck access damage to public right of way The current parking of your U-Haul vehicles on your property abutting Front Street by driving over the curb is not permitted. There is no driveway curb cut at this location and the trucks are damaging the curb, parkway, and sidewalk which were not constructed for vehicle loads. As currently located, the truck parking area also requires trucks to back across the sidewalk since there is not adequate space to turnaround on your property. This creates an unsafe pedestrian and traffic situation. Please discontinue using this method of access and use the existing driveways for your business. The parkway and any damaged curb and sidewalk need to be repaired. Please provide us a schedule for the repairs by November 20, 1995. If you desire to provide a new driveway and parking area for the U-Haul trucks please provide a site plan for our review.
