FIRE DEPARTMENT February 24, 2000 David Storm 2311 Broadway E Seattle, WA 98102 Dear Mr. Storm, This letter is in response to your letter dated February 15, 2000, regarding basement egress improvements required for the Port Book News located at 104 East 1" Street in Port Angeles. It is the purpose of this letter to clarify both the history of the requirements and their intent. On July 27, 1998, the Port Angeles Fire Department conducted an annual life safety fire inspection at the Port Book News. During their inspection, the firefighters noted the basement was being used for storage even though their computer generated inspection noticed stated "downstairs basement is not to be used for anything per Building Official, November 18, 1993." In 1993, the City's Building Official determined that the above mentioned basement could not be used for storage as it was provided with only one exit.' 2 The Building Code requires not less than two separate exits in basements as the Code recognizes basements present difficult fire situations. Basement fires can only be fought by approaching them from above, the most hazardous direction for approaching a fire. Similarly, rescue and egress capabilities are complicated by below -grade locations. A second exit from a basement decreases life safety concerns for both firefighters and occupants. On July 27, 1998, the firefighters referred the basement storage violation to Lou Haehnlen, the City's Building Official. On September 10, 1998, Lou Haehnlen and myself, conducted an inspection of the basement. The inspection revealed storage of books along with miscellaneous combustible items including cardboard boxes and lumber. During the inspection, Mr. Haehnlen was able to provide a solution to allow the continuation of storage in the Port Book News' basement. This solution utilized an existing second exit located in an accessible adjacent basement area. Mr. Haehnlen gave these requirements to the owner of the Port Book News, then forwarded a copy to the Fire Department, including the need for the approved "single- action" locking hardware at the exterior door. On a subsequent life safety fire inspection conducted on January 5, 2000, the Fire Department noticed storage in the basement. Firefighters also observed exiting improvements, but were unsure if all previously required improvements were completed. Mr. Haehnlen was contacted and follow -up inspection with the Building Department occurred. It was determined that the only exiting improvement not completed was the installation of approved single action hardware for the basement's exterior door. On January 17, 2000, the owner of the Port Book News was given this information along with the need to remove all unnecessary combustible storage from the basement. On January 24, 2000, firefighter Greg Darling contacted the owner of Port Book News, Allen Turner. Mr. Turner stated he recently purchased approved single- action hardware for the Port Book News' basement exterior door. Mr. Turner also stated he will take responsibility for its installation. I hope this letter clarifies the issues regarding the required exiting improvements for the basement located at 104 East 1" Street.
