The lots that Jim's Pharmacy sits on (424 E 2 St) are owned by Cammack's Holdings LLC. As such, the 410 'A E 2 lot cannot be joined at this time as you had anticipated. It is my intention that the storage building at 410Y2 E 2 be used as storage for Jim's Pharmacy, and I foresee thatthis storage need will be on going. I also understand your concern regarding the possibility of selling the 410 1/2 lot in the future. Thought I do not anticipate this happening, I will notify the City of Port Angeles prior to any such sale. Our new stormwater code states that if a flow control or treatment facility is required, even under the Small Project Drainage Plan requirements, that that facility be designed in accordance with Urban Services Standards Section 5 04 07 and the Department of Ecology's Stormwater Management Manual for Western Washington. Section 5 04 07 requires a WWHM model, instead of a Rational Method calculation for flow control and treatment facilities. The City chose to use the WWHM model because it is viewed to be a better model of the antecedent moisture level of the soils and the frequency of storms in Western Washington, as well as to have consistency in the design method for these types of facilities between small and large developments. The difference in a small site plan versus a large site plan is in the modeling of the preexisting condition. For sites that are at or over one acre, the preexisting condition must be modeled as a "forested condition" For small sites less than one acre, the City is concerned about our system capacity For flow control, the preexisting condition is then what existed on the site before demolition, ie the home, outbuilding, etc The detention structure, if necessary due to the City's existing system size, should detain the difference in runoff between the preexisting condition and the proposed development. The project mcludes the re- development of a 50' by 70' city lot, located at 410'/2 E. 2 D Street (PN 063000 650012). This report will provide mformation on existing conditions of the site, proposed construction, method of storm water runoff analysis, and preliminary storm water detention design. The 3500 sf parcel is currently bordered to the North and West by single family residences, to the East by Jim's Pharmacy, and to the South by the alley between 2 and 3 Streets. Existing conditions of the lot are generally flat grade with a small single family residence (1027 sf) and small outbuilding (234 sf). The slopes on -site are stable and aren't considered to have any erosion or landslide risk. Accordmg to the SCS Soil Survey of Clallam County, the soil on -site is Clallam- Hoypus Gravely Sandy Loam, which is moderately well drammg. This site is less than 1 acre and is required to satisfy the requirements of the Small Project Drainage plans set forth m chapter 5 05 of the City of Port Angeles Urban Services Standards. The site discharges to the City of Port Angeles storm water conveyance system that eventually discharges to Peabody Creek. Based on our calculations the existing stormwater conveyance piping is beyond its capacity; this site needs to provide detention as required by the City of Port Angeles, which uses the Rational Method. The Rational Method of estumatmg runoff looks at single storm events based on histoncal data. The two design storms are the 2 year and 25 year 24 hour storms. These are the largest storm events that probability dictates will occur, once every 2 or 25 years. The roof runoff will be collected by means of gutters, downspouts and underground piping. The gravel dnveway will be sloped towards the existing alley The remainder of the site will be landscaped. An infiltration/detention trench has been designed for the site that will discharge stormwater to the city conveyance system at the rates of the pre developed condition. Although the soils are not entirely suitable for infiltration, this detention method was chosen as the preferred method for this site. This system will allow tumor storm events to be handled on site and mfiltrate into the groundwater To control the runoff for major events a control structure has been designed to meter the stormwater at the previous developed rates to the city conveyance system.
