REGULAR MEETING CALL TO ORDER Chair Stanley opened the regular meeting at 6:02 P.M. ROLL CALL Commissioners Present: Benjamin Stanley (Chair) Andrew Schwab (Vice Chair) Richie Ahuja Tammy Dziadek Marolee Smith James Taylor Colin Young Commissioners Absent: None City Staff Present: Ben Braudrick (Senior Planner) Zach Trevino (Assistant Planner) Public Present: None PUBLIC COMMENT Chair Stanley opened the meeting to public comment. No comments were provided during the public comment period. Chair Stanley closed the meeting to public comment. APPROVAL OF MINUTES Commissioner Dziadek moved to approve the minutes from the April 12, 2023 and April 26, 2023 regular meetings of the Planning Commission. The motion was seconded and passed unanimously (7-0) through a consent vote. PUBLIC HEARING 1. Port Angeles Comprehensive Plan Amendment No. 23-26 Chair Stanley introduced the item. He explained that the public hearing and the Commission’s discussion of the proposal should be postponed to the next regular meeting of the Planning Commission, scheduled to occur on May 24, 2023, to allow members of the public adequate DocuSign Envelope ID: 36C4AD32-98B8-496F-9747-E4B91360FB67 Planning Commission Minutes May 10, 2023 Page 2 time to properly review the proposed changes. Chair Stanley moved that the Planning Commission postpone the public hearing for the consideration of Comprehensive Plan Amendment No. 23-26 to the next regular meeting of the Planning Commission scheduled for May 24, 2023 at 6:00 PM. The motion was seconded and passed unanimously (7-0) through a roll call vote. STAFF UPDATES City staff did not provide any updates to the Commission. • Commissioner Ahuja requested an update on how the City is responding to the fire that destroyed the Hurricane Ridge Day Lodge in Olympic National Park. Planner Braudrick responded, stating that he is not aware of any updates or decisions specifying next steps. REPORTS OF COMMISSION MEMBERS • Commissioner Young announced that he is going on vacation and will not attend future Planning Commission meetings through July of 2023. • Commissioner Dziadek presented a map prepared by the Parking Reform Network depicting jurisdictions that have adopted parking reforms nationwide. She also recommended a book titled Roadways for People: Rethinking Transportation Planning and Engineering by Lynn Peterson with Elizabeth Doerr. • Commissioner Ahuja explained that a convention called Aim for Climate is being held in Washington, D.C. that brings together global stakeholders to consider climate mitigation measures. • Commissioner Taylor traveled to Spain and Portugal and noticed that the urban form in those countries facilitates a higher population density with lower levels of traffic casualties. Port Angeles’ streets are too wide, which is a waste of space. Commissioner Dziadek responded that Strong Towns is a source of ideas for repurposing urban space to achieve a safer and more walkable environment. Chair Stanley noted that Port Angeles streets are wide even compared to some other American cities. • Commissioner Taylor mentioned that he has been speaking with people who are having difficulty navigating the permit process in Port Angeles and provided examples. • Vice Chair Schwab asked whether Race Street was intended to be a boulevard. Planner Braudrick responded, explaining that construction is underway on a road diet for Race Street to improve the corridor and accommodate a new trail. • Commissioner Smith asked whether there is a plan to address speeding on Porter Street. Planner Braudrick stated that he is not aware of planned changes to signalization or traffic calming on Porter Street. ADJOURNMENT Chair Stanley adjourned the meeting.
