Zenovic Associates, Inc. presents herein the results of our geotechnical review of the referenced property located on the north side of the 10 Street, west of Laurel Street, in Port Angeles. The site sits at the top of the ravine bank that overlooks Valley Creek. Valley Creek runs along the base of the bank; the thread of the creek is well removed from the toe of the bank. The site has an existing single -story single family residence. According to Clallam County records, the house with a detached garage were constructed around 1918. Subsequent small additions of unknown age have been added to the original house including a deck that extends along the west side of the house. The deck is irregular in shape, having an area about 12 feet wide by 16 feet long at the northwest comer of the house and a 3 feet wide walkway extending about 20 feet further north. Total deck area is estimated at about 250 square feet. The upland portion of the lot is fully improved with lawn landscaping, sidewalks and two driveways, one accessing the garage from the alley and a second one running along the east side of the property from West 10 Street. The remainder of the lot is a steep bank covered with dense native vegetation. We understand that you intend to replace the existing deck, which is in danger of failure, with a new deck of similar construction. Total are of the new deck will be approximately 308 square feet. The larger portion of the deck will extend no further from the house than the existing deck, but the walkway along the side of the house will be widened to 5 feet. PURPOSE AND SCOPE OF SERVICES The purpose of the geotechnical review is to provide information regarding the soil and slope stability in order to assure that the current conditions on the site and future improvements do not induce soil erosion or endanger on -site or adjacent off -site properties, consistent with the requirements of Chapter 15.20 of the Port Angeles Municipal Code (Environmentally Sensitive Areas protection). The scope of the review included a field inspection of the site and determination of site and adjacent property slopes using a hand -held clinometer No topographic mapping services have been provided. €WIL.'ENGINEE AND S RVEYIN.G, 301 East 6th Street, Suite 1 Port Angeles,Washington 98362 (360) 417 -0501 Fax (360) 41 -0514 E -mail: zenovic @olympus.net Page 2 Michael Craig and Mariela Barrientes Residence at 321 West 10 Street, Port Angeles September 14, 2010 Research of available data included a review of the USGS Topographic Map, Angeles Point quadrangle, aerial photos on file at the Clallam County Road Department (DNR, 1971, 1981, 1990, and 1997), aerial topographic mapping completed by David Smith Associates, Inc. for the City of Port Angeles (Mar 1995) and by the City in July 2006 and the Soil Survey of Clallam County Area, Washington (USDA/SCS, February 1987). Existing Slopes and Site Conditions REGIONAL GEOLOGIC AND SOIL CONDTIONS According to the Soil Survey of Clallam Area, General Soil Map the City of Port Angeles area and the surrounding region are comprised of Elwha Clallam -Catla soil association These soils are typically moderately well- drained, nearly level to very steep slopes on hills, underlain by compact glacial till Inspection of the soil maps of the site indicate that the property lies along the north edge of an extensive Elwha soil area that extends from the Elwha River on the west to the Dungeness River on the east, from the foothills of the Olympic Mountains on the south to the Strait of Juan de Fuca on the north The Elwha Clallam -Catla soils are derived from weathered glacial till. These soils were deposited by the ice sheet during the Vashon stade glaciation. The Vashon Glacial Till consists of a poorly sorted mixture of rock fragments deposited directly by the Vashon- age ice sheet. Finer portions of the soil consist of clay, silt, and sand These fine particles comprise a moderately to highly compact matrix in which the coarser components (gravel, cobbles, and boulders) are firmly imbedded SITE OBSERVATIONS An engineer from Zenovic Associates, Inc. conducted a site visit on September 9 2010 to observe the site slopes vegetation, surface and immediate subsurface hydrology, and evaluate in -situ soils for density The site currently has an existing single -story dwelling and a detached garage. The structures are of wood frame construction. There is a basement under the original portion of the house The upland portion of the lot is generally level The ravine bank extends along the west side of the property The bank shows evidence of past regrading, apparently for an abandoned roadway that extended from the bottom of the Valley Creek ravine to the top of the ravine near 8 Street. The remainder of the bank is generally undisturbed but has some minor terracing in the vicinity of the house. The properties to the north and south of the subject site are developed in a manner similar to this property with dwellings very close to the top of the ravine bank. The yard areas for these properties and the subject site are covered with lawn and shrubbery No drainageways cross any of the properties and no runoff is directed over the face of the bank. No localized bluff sloughage was observed on the face of the bank; no significant slope failures were observed in the vicinity of the site. Page 3 Michael Craig and Mariela Barrientes Residence at 321 West 10 Street, Port Angeles September 14 2010 Soil Conditions The soils on the upland area are mapped as Clallam- Hoypus gravelly sandy loam in the Soil Survey The soils along the bank are mapped as Neilton very gravelly loamy sand in the Survey The Clallam Hoypus soils are a mix of the outwash material that was deposited along the edge of the glaciers as they receded and the finer unsorted sands and gravels that were deposited directly by the glacier Both soil types are relatively free draining, the difference is that the Hoypus soils extend for significant depths, while the Clallam soils are underlain with a glacial till, a fine sand and silt that has been compressed by the overlying glacier This glacial till layer is essentially impervious to water Vegetation The upland area of the property has vegetation typical of residential development lawn areas, ornamental shrubs and trees. The bluff slope area has an understory of brush and extensive ivy, scattered large, mature fir trees near the top of the bank, and dense stands of big leaf maple and alder trees closer to Valley Creek. The trees on the ravine bank are very substantial and do not exhibit a pistol -grip growth form and associated tilting that is indicative of slopes with soil movement or creep The vegetation on the property indicates that the slope on the bank of the ravine is generally stable. Hydrology and Drainage No surface depressions or runoff channels were observed on the property The site has no upgradient tributary area and moderately well- drained soils. No groundwater seepage was observed on the property or on the face of the ravine bank. International Building Code Site and Soil Categorization Seismic design parameters for this site include a seismic zone soil profile of Type D in accordance with Table 1615 1 1 of the International Building Code.The native surficial site soils can be classified as a sand, silty sand, clayey sand, silty gravel, and clayey gravel consistent with Class 4 materials as set forth in Table 1804.2 of the International Building Code. Increases for depth and width as set forth in the table footnotes are not recommended for structures within 20 feet of the top of the ravine bank. CONCLUSIONS The structure of the ravine bank on the west side of the property was created by historic glacial action and stream erosion of Valley Creek. The thread of the creek is now well removed from the base of the bank and substantial vegetation is present within the stream corridor, so erosion of the base of the bank is not expected. Since the base of the bank is no longer subject to the noted bank creation mechanisms, further mass bank movement is not expected. Page 4 Michael Craig and Mariela Barrientes Residence at 321 West 10 Street, Port Angeles September 14 2010 Review of available historic photos of the bluff indicates that the rate of recession of the top edge of the bank has been negligible over the last 30 years. As long as proper maintenance of the site is completed, the potential for bank failure that would impact the existing dwelling and proposed improvements is slight. General RECOMMENDATIONS Replacement of the existing deck shall be done in conformance with all requirements of the City of Port Angeles including but not limited to, the International Building Code and applicable clearing, grading, drainage, and erosion control requirements. In particular the work shall meet the requirements of Section 15.20 080.A.2 of the Port Angeles Municipal Code (Minor Additions to and Modifications of Existing Structures). The narrow walkway is currently supported by knee braces, the addition of deck posts and footings to properly support this portion of the deck is acceptable provided the construction requirements set forth below are met. Excavation and Grading Excavation into the bank shall be limited to that necessary to construct cylindrical footings for the deck posts. Footings shall be no greater than 18 inches in diameter Footings shall extend a minimum of 18 inches into the substantial native subsoil below the surface topsoil and duff layer Disturbance of the existing ground cover shall be the minimum necessary to complete the work. Any disturbed areas shall be replanted with vegetation similar to the existing ground cover at the conclusion of construction. Excavation for the footings shall be completed by hand or with hand operated equipment. Any materials excavated in this area shall be immediately removed from the site, stockpiling excavated material on the site overnight is not permitted Slope Maintenance Proper maintenance of the existing ravine bank is critical to the continued safety of the site and for minimizing damage to the bank. No organic material including grass clippings and tree or brush trimmings should be thrown over the top of the bank. These materials may help hold water on the slope, thereby reducing slope stability USE OF THIS REPORT This report has been prepared at the request of Michael Craig and Mariela Barrientes for the purpose of determining the slope stability of the ravine bank and appropriate development standards for the replacement of an existing deck on the subject property This report is specific to this site and the information contained herein is the property of owners and may not be used without their permission. The conclusions and recommendations derived from these findings assume that the site conditions do not vary radically throughout the site. If excavations and /or construction activities discover that site conditions are significantly different than those documented herein, Zenovic Associates, Inc. must be contacted to verify or modify the conclusions, as appropriate If any site improvements are proposed the contractor for the project is responsible for performing all work in conformance with all applicable WISHA/OSHA regulations. There are inherent risks associated with construction on or adjacent to steep slopes that the owner and contractor must assume.
