The bluff is approximately 120 feet high with the base located on the beach of the Strait. Due to the proximity to the bluff, the project falls under the regulations established in the City of Port Angeles Environmentally Sensitive Areas Ordinance and a analysis of the geological hazard for the project is required. This report addresses that requirement. The site slopes slightly downward from N Street and Milwaukee Drive towards the bluff. The site is densely vegetated with an overstory of primarily coniferous trees and an understory of brush. A small, abandoned house in poor repair is located on the site. To the north of the house is a small lawn area with a few fruit trees. No drainageways or stream courses cross the property, but a major stormwater infrastructure system of the City of Port Angeles discharges into a draw located on the east boundary of the property. Site soils are a Clallam gravelly sandy loam which have a thin layer of sandy loam surface soils over compact, consolidated glacial till. The glacial till is composed of fine sands which have been compressed by glacial action; these soils have an angle of repose of 1.3 horizontal to 1 vertical in the unsaturated condition. Based on site surface and subsurface soils and the topography of the site and the adjacent marine bluff, it is recommended that the proposed dwelling be setback a distance of 105 feet from the top of the bluff. In addition to the setback requirement, the following design criteria are recommended: Page 2 Bluff Stability Review for Brad Collins October 16, 1996 All stormwater runoff from the roof of the any dwelling and any impervious areas within 160 feet of the top of the bluff is to be collected into a stormwater control system. This system shall be designed to limit stormwater flow rates off the site in accordance with the City of Port Angeles Urban Services Guidelines and shall connect to the City of Port Angeles system. Footings for dwelling(s) to be constructed on the site shall be set a minimum of 18 inches into the native soil. Allowable bearing loads shall conform to the requirements of Table 18-I-A of the UBC (1994 Ed.) for Class 4 material. Increases of allowable design loads for increased depth and width are appropriate. Removal of vegetation from the site shall be done in such a manner that disturbance of the native topsoil is minimized. Wherever disturbance of the topsoil occurs, it is recommended that the area is immediately reseeded and covered with a straw mulch to minimize erosion. If removal of trees within 50 feet of the top of the bluff is desired, these trees shall be felled but the stump and root system left in place. Poisoning of the root system is an acceptable way to destroy it; removal of the stump in this area is not appropriate. Site and Project Description: The proposed Collins project is to be located at the west end of 4th street where it meets N Street and Milwaukee Drive, in Port Angeles. The project site is generally that triangular area between N Street and the West 6th Street right-of-way north of Milwaukee Drive and the marine bluff which fronts on the Strait of Juan de Fuca. At the project location the bluff is approximately 120 feet high as determined from the aerial topographic mapping completed by the City of Port Angeles in March, 1995. Single family dwellings exist on adjoining properties to the east and west and are generally in good repair. The site slopes downward at approximately 5 percent towards the top of the bluff. A small, unused house in poor repair is located about 75 feet west of N Street and 175 feet south of the top of the bluff. A smaller garage structure is 35 feet west of the house. The house is currently unoccupied. To the north of the house is a lawn area with a few old fruit trees. The remainder of the site is typically covered with an overstory of primarily coniferous trees with a scattering of deciduous trees and an understory of brush. The site is triangular in shape, being approximately 500 feet in length from the corner at the N Street/West 6th Street intersection to the top of the bluff along West 6th Street and 195 feet in length from the noted intersection to a substantial draw on the east property line. The frontage along the bluff is approximately 700 feet total, but the draw on the east property line reduces the effective bluff length to 600 feet. The face of the bluff is nearly vertical for a height of about 90 feet and then falls of at a slope of 1.3 horizontal to 1 vertical, the estimated slope of repose for the bluff soils. The toe of the bluff is founded on the beach of the Strait. Page 3 Bluff Stability Review for Brad Collins October 16, 1996 Approximately 50 feet seaward from the toe of the bluff is a substantial rip-rap•revetment which prevents the wave action of the Strait from eroding the toe of the bluff. So long as this revetment is maintained in its current condition, the toe of the bluff will remain in its current location. Due to the steep slope of the face of the bluff, no vegetation is present on the bluff. Site Geology: The site soils are characterized as a Clallam gravelly sandy loam. These soils consist of a thin layer of gravelly sandy loam surface soil over a layer of very gravelly sandy loam over glacial till. The till was formed during the Vashon Stade which occurred 15,000 to 17,000 years ago. The till material is reworked deposits of glacial drift from the Salmon Springs Stade which occurred about 35,000 years ago. During the Vashon Stade, a layer of ice 3,000 to 4,000 feet thick compressed the material into the relatively impervious till. The parent material of the till is generally fine sand with some silts and clays. In the unsaturated condition, this material has an estimated slope of repose of 1.3 horizontal to 1 vertical. The estimated slope of repose for the material in the saturated condition is 2 horizontal to 1 vertical. Observation of the lower part of the bluff, where the soils which have eroded from the bluff are deposited, shows a slope of repose roughly equivalent to that of the till material. Conclusions and Recommendations: Based on a site review and evaluation of the available historical geological data, it is our opinion that the site is suitable for the proposed level of development. However, site topography and geology indicate that the major portion of any dwelling should be no closer than 105 feet to the top of the bluff. Incidental portions of any structure, such as decks, may be less than 105 feet from the top of the bluff, but not closer than 90 feet to the top of the bluff. As the slope of repose of the till material is affected by moisture, care should be taken to assure that the soils within 180 feet of the top of the bluff remain in the unsaturated condition. As such, disposal of stormwater runoff should occur within this area. Continued erosion of the face of the bluff is anticipated from the effects of wind and the freeze-thaw cycle which will cause flaking of the bluff at the depth of the frost line. Experience in the Port Angeles area shows that this flaking occurs at a rate of about 4 inches per year. The revetment at the toe of the bluff, if properly maintained, will eliminate erosion of the bluff toe and keep the toe and the slope of repose from moving landward.
