The variance is approved with the following condition: Condition: Development of the site shall be in accordance with the geotechnical report submitted by the applicant and prepared by Zenovic and Associates dated April 15, 2002. Activities, such as constructing a building, which have not been previously analyzed by Zenovic and Associates will be substantiated by further engineering/geotechnical review prior to any such activity. No. 06-30-00-012935 Dear Nell: Zenovic & Associates, Inc. presents herein the results of our geotechnical review of the referenced properly, located at the east end West Fourth Street, east of "K" Street, along the south margin of Hill Street in the City of Port Angeles. The property consists of Lot 7, Block 129, Townsite of Port Angeles and the vacated portion of the roadway that crosses the subject Icl. We understand that your intent is to determine the limits for the construction a single- family residence and associated appurtenances on the property. The residence will be of conventional wood-framed construction on a concrete foundation. PURPOSE AND SCOPE OF SERVICES The purpose of the geotochnical review is to provide information regarding the soil and slope stability in order to deveiop the site in a manner that will not induce soil erosion or endanger on-site or adjacent off-site properties, consistent with the requirements of Chapter 15.20 of the Port Angeles Municipal Cede (Env[ronmentatly Sensitive Areas protection). The scope of the review included a field inspection of the sile and determination of site and adjacent property slopes using a hand-held clinometer. No topographic mapp[ng services have been provided. Research of available data included a review of the USGS Topographic Map, Angel'es Point quadrangle, aerial photos on file at the Clailam County Road Department (DNR, 1971, 1981, 1990, and 1997), aerial topographic mapping completed by David Smith & Associates, Inc. for the City of Port Angeles (Mar. 1995), and the Soil Survey of Clallam County Area, Washington {USDA/SCS, February, 1987). Page 2 Mr. Neil Mischke - Lot 7, Block 129, Townsite ct Port Angeles April 15, 2002 REGIONAL GEOLOGIC AND SOIL COI',IDTIONS According to the Soil Survey of Clatlam Area, General Soil Map, the City of Port Angeles area and the surrounding region are comprise~ of E~wha-C~aliam-Catla soil association_ These soils are typically moderately well-drained, nearly level to very steep slopes on hills, ur~dedain by compact glacial till. ~nspection of the soil maps of the site indicate that the property lies along the north edge of an extensive Elwha soil area that extends from the Elwha River on the west to the Oungeness River on tt~e east, from the foothills of the Olympic Mountains on the south to the Strait of Juan de Fuca on the no~th. The Elwha-Clallan-Catla soils are derived from weathered glacial till. These soils were deposited by the ice sheet during the Vashon stade glaciation. The Vashon Glacial Till consists of a poorly sorted mixture of rock fragments deposited directly by the Vashon- age ice sheet. Finer portions of the soil consist of clay, silt, and sand. These fine particles comprise a moderately to highly compact matrix in which the coarser components (gravel, cobbles, and boulders) are firmly imbedded. SITE OBSERVATIONS An engineer from Zenovic & Associates, Inc. conducted a site visit on March 29, 2002 to observe the site slopes, vegetation, surface and immediate subsurface hydrology, and evaluate in-situ soils for density. Existing Slopes The site currently has a small garage located adjacent to the alley that runs along the south side of the lot, a small deck just north of the garage, a. nd a series el small banks and walls dropping down to an exisling roadway that runs diagonally through the Icl. The roadway previously extended southerly and easterly to Fifth Street, but that portion of the roadway south of the lot has been abandoned and is not longer usable. The portior~ through the lot is paved for the northerly 40 feet, and then is a grass covered roadbed exlending to the east line of the property. The property to the east slopes sleeply to the bottom of a ravine, approximately 85 feet below the roadway. This ravine starts at the northerly limits of Fifth Street and extends to the level industrial area south of Marine Drive. Hill Street crossee the ravine approximately 250 feet north of the property. The slope of the edge of the ravine reaches a maximum of 0.75 horizontal to 1 vertical in several localized spots, but more typically ranges from 1 horizontal to I vertical to 1.3 horizontaf Io 1 vertical. The steeper slopes are adjacent to the noted roadway, and were probably adificially created during the construction of the roadway. Page 3 Mr. Nei1 Mischke - Lot 7, Block 129, Townsite oi Port Angeles April 15, 2002 Soil Conditions · The site was extensively regraded to create the roadway and the building area 'where the garage is located. It appears that the grading in the area of the garage was relatively minor, but the grading for the roadway was significant. This grading has created over- steepened slopes that have the potential to slough and could, under extreme conditions, have a large scale fai!ure. The soils on the up'~and area, that area above the roadway, are mapped as Clallam~ Hoypus gravelly sandy loams in the Soil Survey. The soils within Ihe ravine and along the bluff that Hill Street traverses are mapped as Dystdc Xerother~ts, extremely steep, in the Survey. The Clallam-Hoypus soils are a mix of the outwash material that was deposited along the edge of the glaciers as they receded and the finer, unsealed sands and gravels that were deposited directly by the glacier. Both soil types are relatively free-draining; the difference is that the Hoypus soils extend for significanl depths, while the Clallam soils are underlain wilh a glacial till, a fine sand and silt that has been compressed by the overlying glacier. This glacial till layer is essentially impervious to water. Vegetation The area of the properly above the roadway has vegetation typical of residential development - lawn areas, ornamental shrubs and trees. The ravine slope area has an understory of brush with fairly dense stand of aiders. At lhe base of the ravine slope, in the colluvial soils, the trees tend to be primarily alders, although some conifers were noted, The trees on the property do not exhibit a pistol~grip growth form that is indicative of slopes with soil movement or creep. The vegetation on the properly indicates that the slopes are generally stable. Hydrology and Drainage No surface depressions or runoff channels were observed on the property. The silo has a very limited upgradient tributary area and moderately well*drained soils. No groundwater seepage was observed on the property or on the face ct the ravine bluff. Given the unusually wet winter in the area, it appears that neither surface nor' subsurface water impacts are ct concern. Uniform Building Code Site and Soil Categorization The site is within Seismic Zone 3 as per the Uniform Building Code. Soil typing is required by the Uniform Building Code to determine building response under seismic conditions. No test pit excavations were completed for this analysis, so underlying soil types are nol known. Given the geologic data available, however, and the conditions observed, it is our opinion that Soil Type Sd should be used when calculating horizontal and vertical accelerations at the site. Page 4 Mr. Nell Mischke - Lot 7, Block 129, Townsite of Port Angeles April 15, 2002 The site soits can be classified as a sand or silty sand consistent with Class 4 ma~:eriafs as set forth in Table 18-I-A of the Uniform Building Code. Allowable foundation pressure, lateral bearing, and lateral sliding values as set fodh in the table are appropriate for this site. increases for depth and width as set forth in the tabte footnotes are not recommended for this site due to Ihs proximity to the steep bank. CONCLUSIONS The subject property has been significantly disturbed by past grading and site preparation activities. The fact that the lot is situated on the edge of a ravine and that the ravine slope has had prior grading will limit the area on the lot that can be developed without substantial technical solutions. The attached sketch shows the recommended limits on which a structure can be built using conventional methods, This area covers approximately 40% of the lot, generally that area adjacent to the alley south of the property. RECOMMENDATIONS General The proposed preject shall be construc~d in conformance with a{I requirements of the City of Port Angeles including, but not limited to, the Uniform Building Code and applicable clearing, grading, drainage, and erosion control requirements. Excavation and Grading Excavation for the proposed dwelling and associated foundation components shall be carried to firm, substantial, unyielding subsoil. All excavations shall be kept free of standing water. Temporary excavation s~opes ir~ excess of four feet in height shall be sloped at not less tha¢~ 1 horizontal to 1 vertical, Permanent excavation and embankment (cut and filD slopes shall be no steeper than 2 horizontal to 1 vertical. Excavation work shall occur not earlier than April 1, and all slopes shall be complete to their permanent condition before November 1. Temporary excavation slopes steeper than 2 horizontal to 1 vertical shall be protected with 8n impervious covering (visquene) during any rainfall periods. Drainage and Erosion Control Site clearing should be limited Io those areas where actual construction is occurring or where adequate construction clearance is needed, in no case, shall the construction area be closer than 20 feet from the top of the ravine bluff. Afl disturbed areas between the dwelling and the top of the bluff should be revegetated with native plantings at the conclusion of dweltin9 construct[on. Such revegetation should occur not tater than October 1. Page 5 Mr, Neil Mischke - Lot 7, Block 129, Townsite of Pon Angeles April 15, 2002 Drainage from impervious areas on the site (structure roofs, driveways, patios, walkways, etc.) shou!d be collected and directed to the existing City of Port Angeles storm sewer system. No discharge should be allowed into the ravine. Slope Maintenance Finished slopes should be adequately vegetated to prevent surficial runoff. No organic material, including grass clippings and tree or brush trimmings should be placed on any slopes steeper than 3 horizontal to 1 vertical. These materials may help hold water on the slope, thereby reducing slope stability, USE OF THIS REPORT This report has been prepared at the request of Mr. Nell Mischke for the purpose of determining the appropriate development standards for a single-family residence and associated appurtenances on the subject property. This report is specific to this site and the information conlained herein is the property of Mr. Mischke and may not be used without his permission. The findings set forth in the report are based on a site inspection and review of available data.
