The building is being constructed under Permit No. 11183. This being a permit for which J&J Construction is the contractor. I found the procedure J&J Construction was using to tighten the structural A-325 Bolts to be consistent with the "Turn of the Nut" method. The specification calls for a 1/3- nut rotation after a tightening which creates a tension of 28,000 pounds on a 3/4" bolt. The nut rotation is required to be within 30 degrees of that amount. My observations of Scott Schwagler and his crew installing these bolts showed me that this was being done correctly. We then checked the bolts and found them to be uniform in force required to tighten them additionally. Thus, the desired tightness had been obtained. I therefore certify that the bolts in this structure have been installed in accordance with the attached requirements. These requirements include the General Notes section ofthe Garco Specifications. the UBC 2227.4.2 (1994 UBC) and AISC Bolt Tightening Requirements of ASTM A325 or A490 Bolts. Front Building permit # 11183 Dear Mr. Haehnlen; I have completed an inspection of the fill compaction at the Peninsula Daily News New Warehouse. The building is being constructed under Permit No. 11183. This being a permit for which J&J Construction is the contractor. I found the procedure R.J. Services was using to compact the fill to be consistent with engineering requirements. The specification calls for 95% in six inch lifts. My observations of Torry Lavik and his crew placing the material showed me that this was being done correctly. We then had the compaction tested. General Testing Laboratories, Inc. of Poulsbo did the tests. The results are attached which show that two out of the three tests passed with only one pass of the complaction equipment. The typical additional passes were then made before the fill was complete. Thus, the desired compaction has been obtained. I therefore certify that the fill placed inside the foundation has been installed in accordance with the design requirements.
