(360) 457 -8020 Dear Jim I have been observing construction and performing special inspection on the Thad and Amelia Ferre remodel at 727 S Alder Street. I consider all work that I observed to be satisfactory I was recently informed that you requested a special inspection report on the hold -down installation Today I performed a special inspection on the HDU5 hold -down anchor attached to the outside northeast corner column supporting the steel reinforced raised the hip and valley beam assembly that no longer needs the interior columns for support. As I had discussed with the contractor prior to any installation, the 3 round, 15' -deep hole drilled in the concrete was adequately cleaned with compressed air prior to installation of the epoxy (with the end of the mixing tube and starting at the bottom of the hole) and insertion of the 5/8" -round threaded rod Although I did not observe all six of the HDU5 hold -downs being installed the method and manner of installation I observed were proper and needed no correction while ,,.ari being performed Therefore I am confident that all were installed in a similar low manner The hold -downs at the new east shear wall were shifted slightly and somewhat modified per my instruction from the original location to properly provide suitable concrete edge distance and allow access for installation Jim Lierly, Building Inspector City of Port Angeles Building Division Dept. of Community Development 321 East Fifth Street Port Angeles, WA 98362 CRO /cs CRAIG R. Consulting Structural Engineer October 22, 2007 RE Report on Potential Modifications to the Basement and Column Removal in the Kitchen of Your Residence On Monday August 27, I made a brief inspection of your basement and observed where you wanted to lower the bottom edge of the windows to increase their size for potential egress at the north basement wall. I indicated that it should not be a problem. Also I looked at the crawl space' at the west end (toward Alder St.) of the residence and commented on the lack of long term stability of "soil cliffs" particularly those where footings are located near their edges at the top of these cliffs. Also, (3) closely spaced 4x8 posts in the crawl space under or adjacent to the 4x12 diagonal floor beam extending from the northwest corner do not appear to bear on footings The following day I reviewed the existing house plans with respect to the basement. I also discussed the modifications required for column removal in the kitchen with Mary Ellen at Winborn Architects. She inquired if the remaining column could be moved to accommodate the new kitchen layout, which it can be, if it is moved closer to the peak. In early September you requested that I explore the possibility of removing both interior columns A tied beam system may be possible but the tie may need to be low to avoid overstress of the hip and valley beams I also indicated the possibility to Mary Ellen who like that idea or exploring a scissors truss layout rather than a straight tie. The first option considered is removal of the southwest column leaving the column closest to the outside comer toward the northwest. The modifications which should be done prior to column removal, are as follows. 1) Eight additional machine bolts installed through the north ridge /hip connector plate. These bolts should be in line with the existing top and bottom rows that are in line with the beams (horizontal at the 3Y8 x 131/2 ridge beam and along the beam slope of the 3% x 13'/ hip beam) and centered between the two outer columns of bolts 07528 rpt Phone: (360) 452 -8574 Fax: (360) 457 -8020 AVE 'LATER No detail was provided in the plans for the column -to -beam connection The uplift resistance could be increased with 4 long SDS screws that are high strength and probably longer than the six lags that also appear to be 1 /4' However four of the lags are very close to the edge of the beam. The base of the pipe column stub and the column itself may need similar connection improvement for uplift resistance If the column is moved closer to the peak, it will need to be replaced but even if it is not moved modifications would be required for reasons described below that may be more expensive than column replacement. --�i It appears that a short pipe stub column sits on top of a 6x6 wood column, probably anchored with those same lag screws put into the end grain of the column from the base plate of the pipe stub An anomaly can Report to Thad and Amelia Ferre October 22.2007 Page 2 of 7 These bolts (four at each face of the plate) would, of course, penetrate the plates at the opposite side of the beam they go through The field drilled holes should be 9/16" ra and should be placed with a "mag" drill to ensure proper alignment and prevent over drilling for fit. 2) The outer column at the northwest comer of the house needs to have substantialtymore uplift resistance than for the current condition This can be accomplished by two Simpson HTS straps 20" or longer The length would best be determined after removal of the architectural facing to expose the structural column to install these connectors between the hip beam and column The other optional lengths for the HTS are 24 28" and 30" The base of this column needs to be anchored to the foundation with an HTT 16 or HTT 22 with (22) 16d sinkers into the post. An A -307 a threaded rod needs to be installed at the center of the 6" wide diagonal concrete wing wall below A o hole needs to be 9" deep, cleaned and special inspected prior to being filled with Simpson SET epoxy for anchorage of the threaded rod This rod needs to extend high enough above the base of the HTT to allow it to be fully nailed to the post and allow for double nuts. The base of the HTT need not set on the concrete --,t• 3) The interior column connection and probably the column need to be modified See the list of comments below The load to this column will be about double the existing condition 07528 rpt Report to Thad and Amelia Ferre October 22, 2007 Page 3 of 7 make this a very serious condition. If you have ever jacked something up or applied pressure with a tall block on the jack, you may have experienced this instability first hand. During remodel construction contractors often lift a column on a jack with a bearing plate or put the jack at the top of a column (which is nearly identical to this situation) have experienced this problem. Rather than increased load caused by additional jacking, it would be caused by snow on the roof, with the Toad magnifying effects of the cantilever hip beam without the load sharing of the column to be removed The anomalies potentially causing instability are. 1 A slight discrepancy from perfect vertical alignment between the primary column and stub column, 2 Lateral Toad on the column from the beam (sloped beam column connection or slightly skewed beam or torsional load (from twist perhaps induced by load from other beams framing into this beam), 3 Lateral Toad from earthquake or something accidentally falling against the column, 4 Low capacity or low stiffness for fixity between the column stub and the beam and /or the column stub and column, 5 Doubling the load more than doubles the potential for instability as in addition to the load itself, increased deformations occur causing or exaggerating items 1 and 2 above. If the northwest column is to remain at its present location, a significant improvement in item 4 above may be a solution The existing cabinetry is probably helping the current situation but is not something I would want to rely on Moving the column toward the peak will require a longer column The best solution would be to provide a new pipe column from the 4x12 floor beam below continuous full height to the 3% x 13% roof beam. This could be a 2W "extra strong pipe column (2 OD) with a pipe -to -beam connection similar to the existing with a 10" x 3" x bearing plate with (2) 1/2" ra x 6" lag bolts at the center of the plate 2'/" from the edge of the pipe. Lead holes shall be 5/16" for a 53/4"depth into the beam followed by a 1 /2" hole 2" into the beam for the shank. Soap should be used to lubricate the threads prior to installation The second, third and fourth options would allow removal of both columns but a horizontal tie would be required A tie between the 3%8 x 13%2" ridge and valley beams can eliminate both interior columns. We can t e raise the horizontal tie about 12" vertical above the support height. To I Gie 07528 rpt Report to Thad and Amelia Ferre October 22.2007 Page 4 of 7 avoid diagonal bracing to stabilize a smaller tie from each ridge beam a 4 square tube with wall thickness can be used The best way to connect the tube would be to cut away the top and bottom above the side walls to fit over each side of the glu -tam with a thin (%8" to 3/16 plate welded inside and connect with about a dozen 2W SDS screws each side staggered to avoid interference »joT The heavier tie is required to resist compression that would occur -re with uplift from high winds. Further study would be required to verify uplift capacity without the compression capable tie which would allow rods or g other small members as a tie Eliminating compressive capacity in the tie UStP would put more uplift on the existing column connections at the removed fireplace and create high stress on that ridge beam above. More capacity for uplift could be provided with modifications to the existing ridge connection Another possibility is to construct a field built scissors truss where the tie is sloped up toward the center where a vertical member would extend up and connect at the existing ridge connection This would also require diagonal braces to the existing ridge beams. The capacity of the connections (of which there are more) would need to increase. ..J Review of the plans indicated that some of the basement walls were to have reinforcement per Detail S -6 on A3 but in the area where you wanted to enlarge the window openings only minimal longitudinal reinforcement was indicated. However, these walls were to be in a crawl space (according to the plans) but have a taller foundation wall than was indicated on the plans, so it is not definitive The reinforcement shown on Detail S6 is appropriate for walls spanning vertically between the basement and main floor However, the top of the wall connection to the floor above is totally inadequate to resist or transfer contributing lateral soil design loads as shown in Detail S6 Many basement walls are inadequate to resist such loads but do not fail because soil pressures have not L.AT ER become active I have investigated basement wall failures that did not show signs of distress for years after installation Changes in moisture content of the soil, vibration or a seismic event can cause soils to exert active pressures or above Soil pressures exceeding active pressure are seismic soil acceleration, "at rest" pressures or saturated soil conditions Foundation drains as shown on the plans should alleviate moisture accumulation that would saturate the gravelly soils that were observed in your crawl space. Seismic ground acceleration for level soils of this type would not create substantial pressures. At rest pressures occur when walls are stiff such as those spanning vertically, at least those with adequate support at the top If the walls were adequately supported at the top, the vertical reinforcement shown in Detail S6 would be sufficient to 07528 rpt Report to Thad and Amelia Ferre October 22, 2007 Page 5 of 7 resist tensile forces in the wall from the "at rest" pressures. However, the connection at the top of the wall could and should be improved The joists are perpendicular to the basement walls at the north wall and soil exists at similar heights on both the north and south wall so the horizontal top reaction force can transfer through the joists if the connections are sufficient to transfer the force between the wails and floor joists. These connections (not specifically detailed) could be improved if required Saw cutting the wall to provide the enlarged openings will expose the cut ends of reinforcement. If there is inadequate reinforcement, a steel bar or shape could be installed vertically adjacent to the opening (and along the wall) with attached weld studs grouted into holes to provide composite action Rebar installed per Detail S6 would not require that but optimally the lower edge of window would be 2" above an existing rebar (or between 3 and 3 or a horizontal bar may be recommended to provide horizontal composite action at that location (or the window made even larger vertically to provide that range of clearance to the horizontal rebar below It appears that some excavation and possibly a window wall or terraced wall will be needed adjacent to these deepened windows. Saw cutting for the enlarged opening beyond the edge of opening should be avoided This can be done by drilling a hole at the corner prior to sawing Some chipping may be necessary You may have to argue with the sawyer and you may be told this is never done, but the notches created by extended saw cuts are detrimental, very much so if it cuts the vertical reinforcement expected at the edges of the window and detrimental if it ends up being an inadequately reinforced wall Saw cutting new windows in the existing crawl space area is also possible. I should review the size and location prior to sawing but any added external reinforcement would best be designed after sawing to allow verification of existing reinforcement or lack thereof v v In the existing crawl space under the kitchen the plans show columns and footings located close to the two columns supporting the roof beams As previously indicated, the existing condition is (3) 4x8 posts v �9 apparently resting on soil which are near the post that will remain (or be N107 moved toward the center The existing 4x12 floor beam should be 1 supported directly under the roof support column Additional support or beam reinforcement may be required and best determined after the final roof column location is determined above The new footing will need to be about 3' square (or somewhat less with more supports) 10" deep with (5) 07528 rpt LAT Report to Thad and Amelia Ferre October 22, 2007 Page 6 of 7 '1 otto #4 each way 3" dear of bottom and (3) #4 2" clear of the top and may require a 4x10 column or something smaller with a larger bearing plate to 4 prevent beam crushing. This is all dependent on the final roof column location above and subsequent analysis of the floor beam with other loads and possibly an additional support. The potential excavation of crawl space soil to provide additional rooms in the basement under the kitchen and further south is very 1 feasible One method to assist excavation is to use a conveyor to transport the soil outside from hand digging. Small excavators to fit in your doorway access are available but not in this area (3' -3" is the minimum width for a "160" from United Rentals) It is good that the `soil cliffs" in your crawl space as previously mentioned are covered with visqueen to reduce moisture loss as changes in moisture (wetting or drying) can reduce cohesion potentially allowing sloughing or even collapse adjacent to a loaded footing A stable slope or effective influence line from the edge of a footing to the soil level below a "soil cliff" is 2 horizontal to 1 vertical for long term stability in most soils. A one to-one slope is sometimes considered adequate in some soils for short term stability Obviously your "soil cliffs" need retaining walls designed to resist the footing surcharges. However if you excavate for additional rooms in the crawl space, the remaining below floor fireplace and footing could be removed and other interior footings placed at or below the future floor level, requiring some temporary support of the floor framing. Then the retaining walls could be placed closer to the crawl space wall (soon to be basement wall) footings, making a horizontal shelf at the top of the retaining walls over to those footings This would need to be done in sections to avoid collapse of the basement wall. These small sections are more critical if the reinforcement is as sparse as shown The first thing is to determine the footing height along the existing crawl space wall so the retaining walls can be appropriately designed for the final floor height. To reduce the excavation death next to the existing crawl space walls the footing (10" minimum depth) could be integral with and tapered to the new floor slab at 5" to 6" depth and reinforced Use of a 4" non structured slab over the footing would also substantially increase the short retaining wall footings for which resistance to sliding will control due to the adjacent heavy surcharge All of this is very feasible. FILE Upon reviewing the single family residential plans submitted for permit, the following are some of the items that will need to be taken in to consideration. Foundation Footing The minimum size of a footing in Seismic zone D2 are as follows. (1 Story 12" W/ 6" min. thick (2 story 15" W/ 7" min. thick) (3 story 23" W/ 8" min thick (Load bearing value of soil 1,500 (psf). With 2 4 bars horizontal continuous 3" off the bottom of footing. The minimum specified compressive strength of concrete in basement walls, foundation walls, exterior walls and other vertical concrete work exposed to weather in moderate weathering table R402.2 of the IRC is 30001bs with a min. of 5% air entrained, but not more that 7% Foundations in seismic categories D2 that exceed 50' -0" in either direction are required to have a continuous.footing per section R403.1.2 including support of an interior braced wall line. Locating and marking the property boundary is required for a footing inspection. Tables in chapter 4 of the IRC. Will be applied for soils that are heavy in moisture (hydraulic) in nature or foundation wall over 5' -0" in height. Verify site conditions and unbalanced back fill at time of application. Foundations Drains are required as per section R 405.1 (see exception for soil classification) 2- Foundation walls. Vertical steel in foundation walls as of July 1 2004 Vertical bar reqd to be 1 #4 bar with a hook and tied to the footing steel in place at 4' -0" 0 C. at footing inspection. One #4 bar horizontal within the top 12 "of the wall.' anchor bolt with a 3" x 3" x' steel washer is required at 6' -0 "OC for a 1 story and 4 -0 "OC for a 2 story, along and within 12" of each end the pressure treated sill plate. (or other approved hold down's). Attic ventilation is required at (1') s.f. of vent per (150') s.f. Of area with an allowable 50% of ventilation can be located in the upper portion of the ridge if applicable per 2003 IRC. Truss design and calculations are required upon submitting an application, lateral connections are required to end walls where truss rafters are perpendicular to end waIIs. A truss /rafter tie shall be required to prevent uplift per code. 4- Braced Wall Lines. In Seismic category D2 exterior and interior braced wall lines cannot exceed 25' -0" Wall bracing must start within 8' -0" of a transverse wall or a designed collector Standard wall bracing methods are required as per section R602.10.3 of the 2003 IRC. If the wall bracing methods cannot be met, then refer to "Alternate Braced wall panel" Section 602.10.6 of the 2003 IRC. If any of the aforementioned methods cannot be met, engineering design will be required for the "SHEAR WALL" design. Section R602.10.9 for interior braced waIl line support for 1 and 2 story buildings require a continuous footing supporting a braced wall line, interior and exterior not to exceed 50' -0 "intervals. VL4Q New single family structures are required to have a whole house exhaust fan with a 24hr timer per table 3 -1, 3 -2, 3 -3 of the 2003 VIAQ Mechanical fresh air intake (FAI) is required to have a 24 hr timer or windows in all bedrooms and living, dining. area may have intake ports for fresh air per 2003 VIAQ if zone heat is applicable. 7- Dry Wall. (Gypsum wall board) 5/8" type "X" sheets rock is required in the accessible usable space under stairs and on ceiling of a garage only if a habitable area is located above the garage. The rating of the sheet rock nail pattern must be visible to the inspector Nail pattern for all sheet rock and 5/8" to be 8" on center and 12" OC if drywalLscrews are used. Per table 702.3.5 of the 2003 IRC. Interior braced wall panels are to be inspected prior to tape, bed and texture. Moisture resistant wallboard is required around w /c. A cementuous backer board is required for tiled areas at tub and showers. Vapor barrier is required. A perm rated paint may be substituted for a poly vapor barrier on the warm in winter side. 8- Plumbing. Water heaters are required to have two approved seismic straps in the upper and lower 1/3` of the tank per UPC. T&P valve to be 3 /4" I.D and directed to the exterior and turned 90 degree downward not less that 6 -12" above finish grade. Water heater s are required to have a 26 ga. Pan of other approved drain pan with a 'A" drain line from pan to exterior Impact protection for w/h and mechanical equip are required to resist 6,000lbs impact if located in the garage area. All DWV are req'd. to be tested under water pressure per 2003 UPC or air test (consult manufacture recommendations for air test) Min. test pressure in Residential LPG is 30 lbs. 9- Smoke detectors. shall be located in each sleeping room and in the hall leading to each sleeping area. One smoke detector is required at the top of each stairs, and at least one smoke detector is required on every floor level. Smoke detectors must be within 6" to 12 "from the ceiling if mounted on wall. Smoke detector shall not be less than 36" from any air return. Power supply for smoke detectors shall be from the main house supply that is not switched and required to be battery back up. Smoke detectors to be inter connected so that if one smoke detector alarm will start a chain reaction to alI other smoke detectors as per code. 10- Maximum building height allowable is 30' -0" based on an average grade plain per 2003 IRC.
