I tf.0.JA/ May 5,1996 RE: Residential Electrical Service and Sidewalk Construction Dear Jeff: When you stopped by on November 13th, you had some concerns about how you were treated regarding the electrical service and sidewalk work at your new home. I asked our engineering group to provide me with some of the information about your situation and they explained it as follows: In late 1996 $1 ,519.01 was paid to have a pad-mount transformer installed in the NE corner of the property for the new home. The actual cost of the installation was $1,013 more but a customer service credit was available at the time for the underground line extension. An overhead extension, which would not have been eligible for a service credit (and at the time was not available due to city policy) would have cost close to $1,500. You were informed that you would be eligible for a partial reimbursement of costs if, within seven years, additional services were connected to the transformer installed on your property. The property to the east of your's was vacant at the time and owned by the Heckman's who had a house on adjoining property to the south. The Heckman's later decided to build another house on their property to the east of you and when they applied for power were given the choice of connecting to the transformer on you property or extending power from their existing service to the south. They chose the cheaper option for them which was to extend power from the south. It is my understanding that you were informed by at least three Public Works Staff members that both verbally and in writing (as is every customer) that you would be eligible for reimbursement if anyone else utilized facilities for which you had paid a contribution in aid of construction. The reimbursement would be such that all parties would share an equal financial interest in the facilities and must occur within seven years of the initial installation. However, there is no obligation on the part of adjoining property owners to hook up to these facilities if an optional source of power is available and since these conditions did not occur you would not qualify for any reimbursement. DATE: January 30, 2001 TO: Glenn Cuttler, Director Public Works Utilities FROM: Trenia Funston, Engineering Permit Specialist RE: Jeff Abrams Public Works Permit # 541 Jeff was issued a building permit in December 1996 for a single family residence at 2303 South Cherry Street. In June ofl997 he requested water service connection. He paid $575.00 for the installation of the meter. The water division installed a I" meter with a I" service line. Jeff was installing fire sprinklers in his residence which required a larger meter. The Public Works Utility fees for this permit were the same as for any other application during this time line. The right of way permit fee which allows approved excavation or construction within the City's right of way was $40.00, driveway construction $125.00, installation of water meter $600.00 (up sized meter cost $25.00 more than what was originally proposed), water system user fee $883.00, sanitary sewer connection $80.00, and sanitary sewer system user fee $642.00. Total amount for the Public Works permit was $2570.00 of which Jeffpaid $575.00, leaving a balance of$1995.00. In November 2000, I was going thru my permit files and came across his unpaid permit. I initially wrote a letter to Jeff, but felt I should talk with him regarding the fees still owing. I asked ifhe had any receipts for payments which were not reflected in the computer files. By conversing with him on the subject rather than sending a forma1letter I thought we would come to agreement on the need to complete the payment. As oflast week I had not heard from Jeff, so I sent him an e-mail asking him the status of the permit. His reply was that he needed to talk with Ken Ridout and had not heard back from him as yet. I then contacted Ken to see what Jeff might be referring to. Ken didn't know. Attached is the letter that I will be mailing to Jeff this afternoon. ~ORT ANGELES WAS H I N G TON, U. S. A. A payment for the water meter was made on June 6, 1997.1 have not been able to find any other records indicating any additional payments having been made. If you have made the payments please, submit a copy of the receipt and disregard this letter. I have enclosed a copy of the permit so you call see what the charges were for. At his request, I explained to Glenn Cuttler, Director of Public Works Utilities what the permit fees were at the time of your construction. I said that it is not uncommon for a partial permit (water meter installation) to be issued and the remaining portion ofthe permit to be paid prior to the final occupancy of the structure. The building division finaled your structure in August 1998. At that time the remaining portion of the Public Works permit should have been paid.
