His concern was over two trees, both located within the city owned right -of -way north of his property The trees in question are one large leaf maple (Acer macrophyla) and one red alder (Alnus oregona). Mr Pelett was interested in having both trees removed due to his concern that they are hazardous and limbs are hanging above his driveway Upon inspection of the trees, I determined that the maple tree is healthy and sturdy with no obvious structural anomalies. Several branches do overhang Mr Pelett's driveway Those limbs are well formed and strongly attached to the main trunk. One limb approximately 4 -5" in diameter had been cut to 12 14" from the main trunk and has several small branches sprouting from it. The branches do not over hang Mr Pelett's property, however, its removal is encouraged. The red alder did show significant signs of decline Two trunks, both approximately 17" dbh are growing from the same basal area. The crown of the tree showed approximately 50% dead wood, and the overall canopy appeared to be significantly reduced from what would normally be expected for a healthy alder of the size trunk observed. Further, a close inspection of both trunks indicated that significant decay of the heartwood existed. This was ascertained through both striking the trunk to hear whether the wood was solid or not, and also by probing the wood through existing openings where branches had broken off. My inspection indicated that the heart rot extended from the base of the tree to well above my ability to reach, and that the decay had reached a point where less than 30% of the trunk was comprised of live, strong wood. This tree has an elevated risk of failure Mr Pelett indicated his willingness to provide labor and equipment to remove the alder tree. I indicated to him that the city is not in a position to remove the tree from its right -of -way and that if he signed a "Hold Harmless" agreement, the city would not object to his actions to remove the tree. I further indicated that the maple tree should not be removed, however, he had the right to cut any vegetation that overhung his property That being said, I provided instruction as to which limbs could be removed to reduce or eliminate the perceived threat to his property without damage or ill effects to the tree 'tit..
