LBR Construction has the building contract for the new Coldwell Banker site on Front Street. They are
asking to have the most easterly (existing) water meter moved about 10' west of it's present location. I
said this would be a time & material job C & J will be working on the site next week. They will put a stake

RE Coldwell Banker building water line replacement.
Rick.
In response to your letter of April 13, 2004 the City has revised the sharing of
water main replacement costs to serve the Coldwell Banker building In lieu of
replacement with an 8" water line in the street, our current standard, the City will
be replacing the 2" line in the parkway to the building site The City will provide
all replacement materials and make the service and main connections Your
firm's responsibility will be for the trenching, driveway sawcuttng (one), and
exposing the connections to the existing main and water services Once the City
crews have made the main connection, installed the piping, and reconnected the
services your firm would be responsible for the trench backfill, driveway repair,
and seeding of the disturbed areas
The City will handle permits for the water line replacement. Your firm would still
be responsible for all fees and charges associated with the Coldwell Banker
building

water main replacement costs to serve the Coldwell Banker building In lieu of
replacement with an 8" water line in the street, our current standard, the City will
be replacing the 2" line in the parkway to the building site The City will provide
all replacement materials and make the service and main connections Your
firm's responsibility will be for the trenching, driveway sawcuttng (one), and
exposing the connections to the existing main and water services Once the City
crews have made the main connection, installed the piping, and reconnected the
services your firm would be responsible for the trench backfill, driveway repair,
and seeding of the disturbed areas
The City will handle permits for the water line replacement. Your firm would still

Thank you for responding to our request for assIstance regarding the water line extensIOn
for the Coldwell Banker Building.
As you know when we dId our due dilIgence before corrumttmg to the project we
mvestigated the costs associated wIth the utilItIes, (water, power, storm & sanitary sewer).
We also went through plan reVIew Out of the reVIew we were mformed that asphalt
overlay needed to placed, whIch we have agreed to ($ 3,000), that the sIdewalk on Front
Street needed to be replaced WIth a 7' wIde sIdewalk, whIch you agreed to reduce to 5'
The review dId not mdIcate the storm sewer not bemg at the elevatIOn that was estImated
and reqUIred that we redesIgn the system to meet the mvert elevation ($5,000). The reVIew
made no mentIOn of CIty LIght needmg a transformer ($3,600) We ran water lIne pressure
tests at each end of the block whIch indIcated that it could support a fire line, yet when we
went to make the connectIon we found the line badly corroded and unable to provIde
adequate flow for the fire line requirement of the CIty, though there is adequate domestic
supply
You have proposed provIdmg the deSIgn, tap, valves and 8" pIpe reqUIred to provide the
bUIldmg WIth adequate fire flow, whIle we provide the mstallatIOn and all assocIated costs
($13,000)
In lIght of the fact the we have already absorbed the above-mentioned costs and that the
CIty of Port Angeles has future plans to replace this water line I respectfully request that
the City of Port Angeles solely bear the cost ofupgradmg thIS lme.

the mId-block stub-out) to complete the water lme mstallatIOn.
The fire lme and water servIce lme mstallatIOns, as well as all trenchmg, traffic control, thrust
blockmg, beddmg, backfill, compactIOn, asphalt resurfacmg, etc to mstall the 8-mch water mam
would be completed by LBR or ItS subcontractor
2 If LBR chooses to mstall a fire lme for the bUIldmg m the alley from Chambers, a backflow
preventIOn deVIce would have to be mstalled at or near where the tap of the eXIstmg 8-mch water
lme runmng up Chambers Street would be located. As there would be no benefit to the CIty or
ItS customers to thIS fire lme, the CIty would not contribute anythmg towards the cost of
completmg thIS optIOn.

Gary I have had an sugestion from Rob Owens, (Anderson Homes) about the required improvements for
the alley at Coldwell Banker. 472--/2-32-
Rob Owens has 2 estimates for the alley improvements. As stated in the agenda we indicated that the
alley would require overlaying. He thinks that overlaying the existing material would not benifit the city long
term. He has one estimate for just overlaying the existing material, and a second estimate for removing
the existing and redoing the alley correctly. He also said that they would be willing to deposit money
(amount of the estimate) so that it can be held in reserve until the alley is resurfaced by the city, not just
the area adjacent to Coldwell. Any comments as to what we would like done here?

We agree with your proposal to participClte in the full alley rehabilitation in lieu of making
a spot improvement for your project. We also agree that your fair share would be the
estimated cost of the overl~2;450;..t>ut would include the prep estimate of $750 for a
total participation amount o't.~3,200.00. Any added costs for engineering, traffic control,
or added work for this section would be the City's responsibility.
