Dear Mr. Lindberg: The Strait View Credit Union is having Vision Builders build the new retaining wall west of the existing parking lot. This structure is designed to be about ten and one-half feet tall with the intent of stabilizing the soil to the west. This will allow the enlargement of the facility for an additional drive through banking lane. The excavation was about half complete when I inspected the site on 17 June 2003. 1 found the soil not to be the typical gravely glacial outwash. Instead it appeared to be a Bellingham silty clay loam with deep root intrusions over eight feet from the surface. There is significant seaming throughout the structure. Portions are easily released from the embankment in small areas due to the root structure and close seam spacing. Thus the soil is a makeup that can slough in small pieces dictated by the small fishers and the intertwined root structure. A large soil movement is not expected or anticipated but precautions should be made for employee safety. These findings dictate that the construction of the retaining wall take place in stages, from the east side, or that some sort of shoring be used. A combination of stage construction and working from the east side appears to be the safest method from my evaluation of the site. This procedure would be to: ■ Excavate to the back of the footing location ■ Form the footing and place rebar with two feet extending out of the footing up into the wall. From the rebar schedule it can be seen that half of the rebar stop at this elevation. ■ Pour the footing with shear key in place at base of wall. ■ Form up four feet of wall with half of the rebar stopping at 42 inches above the footing and half of the rebar extending two feet above the form. This work can be done from the east side of the form with only the placement of the west form and the attachment of the cleats with whalers occurring on the west side. The half of the rebar that project above the four feet of form should be bent over. These may be straightened after the concrete is poured, the forms are removed, and the backfill of the first wall section is completed. This rebar bending is allowed 03010Lemb2.doc 1 because schedule 40 rebar is being used. A shear key needs to be installed at this cold joint in the wall. ■ Remove the forms are then removed and backfill is placed once the wall reaches 2000-psi compressive strength. This backfill significantly stabilizes the embankment to the west along with creating a better work platform for the construction of the rest of the wall. ■ Now the top section of the wall can be formed. The rebar are only 16 inches on center in this portion of the wall. The soil embankment behind the wall is now shallow and far enough back to give a very safe working place for construction of the top section of the wall. The preceding methodology will create a work environment that will keep the workers safe during construction. It is important to recognize that the soil structure is not in eminent danger of sloughing off and caving in on employees. The above procedure allows the construction to take place with four feet of depth in the work place. This meets the Labor and Industry standard and prudent construction practice in a situation like this. It also exposes the employees less than the additional exposure created by construction of shoring and then the removal of shoring after construction. The conclusions and recommendations contained in this report are based on site conditions, as they existed at the time of my site visit. A visual inspection was made, people were interviewed, analysis was done, and conclusions were drawn from this information. If the conditions are defined further in any way or if changes to the structure occur, different conclusions can be anticipated. I should be advised of changes so that I can review these conditions and reconsider further recommendations. Repairs: Remove paved areas that are defective or contaminated with foreign materials and replace with fresh, hot-mix asphalt. Compact by rolling to specified density and surface smoothness. ! G. Protection: After final rolling, do not permit vehicular traffic on pavement until it has cooled and hardened. ! H. Erect barricades to protect paving from traffic until mixture has cooled enough not to become marked. ! 3.7 INSTALLATION TOLERANCES A.
